MINUTES PERSONNEL MONDAY – FEBRUARY 13, 2026 – 8:45 A.M. COUNCIL CHAMBERS, MUNICIPAL BUILDING Members present: Chair Brigitte Schmidt, Deborah Sievert (8:50 a.m.), and Robert Warren. Others Attending: Mayor Katie Berman, Clerk-Treasurer Tammy Kasal, Attorney David Spangenberg, Public Works Director Matt Decur, Police Chief Fred Popp, and Parks & Recreation Director Lori Tonn. Chair Schmidt called the meeting to order at 8:49 a.m. Motion by Schmidt and seconded by Warren to approve the agenda. Motion carried 2/0. Sievert entered meeting at 8:50 a.m. Closed Session: Motion by Schmidt and seconded by Warren to move into Closed Session per: WI S.S. 19.85(1)(f) Considering financial, medical, social or personal histories or disciplinary data of specific persons, preliminary consideration of specific personnel problems or the investigation of charges against specific persons except where par. (b) applies which, if discussed in public, would be likely to have a substantial adverse effect upon the reputation of any person referred to in such histories or data, or involved in such problems or investigations. And WI S.S. 19.85(c) Considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. And WI S.S. 19.85(g) Conferring with legal counsel for the governmental body who is rendering oral or written advice concerning strategy to be adopted by the body with respect to litigation in which it is or is likely to become involved. - Consider specific personnel complaint. - Preliminary consideration of personnel issue. Motion carried 3/0. CLOSED SESSION 8:51 a.m. – 10:20 a.m. Motion by Sievert and seconded by Warren to move into Open Session. Motion carried 3/0.
