MINUTES PERSONNEL MONDAY – FEBRUARY 9, 2026 – 8:30 A.M. COUNCIL CHAMBERS, MUNICIPAL BUILDING Members present: Chair Brigitte Schmidt, Deborah Sievert, and Robert Warren. Others Attending: Mayor Katie Berman, Clerk-Treasurer Tammy Kasal, Attorney David Spangenberg, Alderperson Tony O’Neill, Parks & Recreation Director Lori Tonn, Public Works Director Matt Decur, Rob Hulce, and Randy Ingram-WPPA. Chair Schmidt called the meeting to order at 9:00 a.m. Motion by Schmidt and seconded by Warren to approve the agenda. Motion carried 3/0. Motion by Warren and seconded by Sievert to approve the January 20 & 21, 2026 meeting minutes. Motion carried 3/0 Bellin Emplify pre-employment screenings: Pre-employment screening requirements and implementation was raised for discussion at a future meeting. Closed Session: Motion by Schmidt and seconded by Warren to move into Closed Session per: A. WI S.S. 19.85(1)(e) deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session: • WPPA/Leer Peshtigo Police Labor Agreement. Motion carried 3/0. CLOSED SESSION 8:40 a.m. – 10:09 a.m. Motion by Warren and seconded by Sievert to move into Open Session. Motion carried 3/0. Motion by Schmidt and seconded by Warren recommending Council approve the proposed 2026 – 2027 Peshtigo Professional Police Association WPPA/LEER Local 52 Agreement as discussed in closed session. Motion carried 3/0. Police Chief job description and advertising: Discussion was held on updating the job description for Police Chief and advertising for the position. Mayor Berman distributed a proposed Police Chief job description for review. Updating the job description was postponed for a future meeting. Motion by Schmidt and seconded by Warren to approve advertising for the Police Chief position. Motion carried 3/0.
