MONDAY, JANUARY 26, 2026 – 4:30 P.M.
COUNCIL CHAMBERS, MUNICIPAL BUILDING
Members present: Chair Robert Warren, Joel Ahrens, and Tony O’Neill.
Others Attending: Mayor Katie Berman, Public Works Director Matt Decur, Parks & Recreation
Director Lori Tonn, Lt. Derek Koronkiewicz, and Peshtigo Area Chamber of Commerce President
Karen Pluff.
Chair Warren called the meeting to order at 4:30 p.m.
Motion by O’Neill and seconded by Ahrens to approve the agenda. Motion carried 3/0.
Motion by Ahrens and seconded by O’Neill to approve the minutes of September 23, 2025 meeting.
Motion carried 3/0.
Food Truck Permit:
Committee reviewed draft materials and had feedback from Mayor Berman along with Karen Pluff
from the Chamber. Looked at current Transient Merchant Permit and reference items Mayor provided.
Key discussion:
• Where/when permit is required: Committee discussed that vendors operating outside a city
sanctioned event would be expected to complete the City’s application/permit (unless otherwise
exempted/authorized).
• Private Property: Committee discussed that operating on private property does not
automatically exempt a vendor from permitting, noting historically vendors have completed
transient merchant permit and would transition to the mobile food vendor permit.
• Event vs. non-event vendor: Discussion that if a vendor is not a part of the organized event, a
full application would apply.
• Verification/enforcement: Committee agreed there is no need for stickers or posting of permit.
If questions arise, City agents can contact City Hall for verification (as done in past practice).
• Insurance Note (Chamber events): Karen Pluff noted that the Chamber lists events on its
insurance. For the Farmers Market, all parties sing indemnification and the Chamber confirms
coverage. For the Food Truck Rally, vendors must me licensed businesses and the Chamber’s
insurer is aware of events.
Mayor Berman will make some edits based on discussion and bring back to committee for further
discussion once more information is gathered.
Item tabled for a future committee review.
CIP procurement:
Lt. Koronkiewicz presented request for Police vehicle procurement based on the CIP. Chair Warren
Noted CIP would not fully fund the quoted received. A CIP adjustment was agreed upon by committee
and Lt. to move Taser 10 models to a later CIP, and allot the $12,500 to the vehicle acquisition and
outfitting.
• Lt. noted one vehicle will be decommissioned.

• Previous vehicle equipment cannot be used in new vehicle as old vehicle is an Explorer and
new vehicle is a Durango, noting configuration differences.
• Toughbook will be purchased separate and is included on install quote. Older models of
Toughbook’s will be utilized by officers when out for training or when there are needs for
backups.
• Discussion was noted on lead time for squad graphics. Lt. Koronkiewicz will be reaching out
for quotes soon, as design may take a while.
• Vendor quotes, Ewald (state procurement pricing) vs. Kolossal: Committee reviewed and
discussed proceeding with Ewald based on price and previous purchasing history.
Motion by O’Neill and seconded by Ahrens to recommend Council approve the bid of $50,114.00
from Ewald Automotive Group for a 2026 Durango pursuit vehicle to be funded from the CIP.
Motion carried 3/0.
License & Police update: None. Monthly report will be provided to Council.
Other Matters: Next meeting is set for Wednesday, May 13, 2026 at 4:30 P.M.
Motion by Warren and seconded by O’Neill to adjourn at 5:08 p.m. Motion carried 3/0.
