1 MONDAY, SEPTEMBER 8, 2025 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Aug Checks # 18117 – 18120 & Sept Checks # 18121 – 18146 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisor George Schumer & Supervisor Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheryl Barnharst, & Constable Jack Jasinski Sr. Also present were 12 residents, and 1 non-resident ( Brian’s wife). ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. SPECIAL REPORT: Report by chairman to be more transparent. PUBLIC COMMENTS: 19th st by Woodbine needs work. Want audit? Can we afford it? APPROVAL OF THE MINUTES: Motion by Hodal to approve the August 6, 2025 Regular Town Board Meeting, & September 4, 2025 Special Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the July 31, 2025 & August 31, 2025 treasurer report, seconded by Hodal and carried aye-3. CHAIRMAN REPORT: Oct board meeting changed to Oct 14, 2025. Working on budget ambulance increases, health insurance increase & need money for roads. We got 8 applicant for road worker and interviewed 3. Town audit would be $15,000.00 per year. CONSTABLE REPORT: Seven incidents breaking flag poles in cemetery, clean up trash, & lots tire track. MAILING TAX INSERT: Motion by Hodal to do a 2-sided 1/3 black & white insert, seconded by Schumer and carried aye-3. SET BUDGET WORKSHOP DATES: Motion by Hodal to set budget workshop for Tuesday Oct 7, 2025 @ 6:00pm, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE IS, CHANGED TO October 14, 2025 AT 6:30PM: ADJOURNMENT: Motion by Schumer to adjourn at 6:58 pm, seconded by Hodal and carried aye-3. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, and Brian Schauer Road Worker. UPDATE EMPLOYEE HANDBOOK: Need to look at wording for earned or pro rate vacation, termination & sick time. No motion. MOTION AND ROLL VOTE TO GO INTO CLOSED SESSION PER WI STATUE 19.85(1)(C) CONSIDERING PROMOTION AND COMPENSATION FOR ROAD SUPERVISOR: Motion by Hodal to go into closed session to consider promotion and compensation for road supervisor, seconded by Schumer, roll call vote: Darnell yes, Schumer yes & Hodal yes, motion carried. MOTION AND ROLL VOTE TO GO INTO CLOSED SESSION PER WI STATUE 19.85(1)(C) CONSIDERING APPLICATIONS FOR HIRING FULL TIME EMPLOYEE: Motion by Schumer to remain in closed session for hiring full time road worker, seconded by Hodal, roll call vote: Darnell yes, Schumer yes & Hodal yes, motion carried. RECONVENE INTO OPEN SESSION: Motion by Hodal to go back into open session, seconded by Schumer at 5:50pm, with the same above named people, by roll call vote Darnell yes, Schumer yes & Hodal yes, motion carried. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: Motion by Hodal to promote Brian Schauer to Road Supervisor and to raise wage to $28.25 retro back to August 4, 2025, seconded by Schumer and motion carried aye-3. Motion by Schumer to hire Matthew Goeb at $24.50 an hour for full time road worker position, seconded by Hodal and motion carried aye-3.
