1 MONDAY, MAY 12, 2025 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Apr Checks # 17978 – 17982 & May Checks # 17983 – 18014 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheryl Barnharst, Constable Jack Jasinski Sr., and Road Supervisor Leo Schultz. Also present were 10 residents, and 1 non-resident, Brian Schauer our employee. ACCEPTANCE OF AGENDA: Motion by Hodal to approve agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*:Highway 21 road construction, to start June 2, 2025, Highway 80 north & south will always be open, 3 phases at times sections of 21 will be closed. APPROVAL OF THE MINUTES: Motion by Schumer to approve the April 14, 2025 Regular Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s April 30, 2025 report as presented, seconded by Schumer and carried aye-3. CHAIRMAN REPORT: Highway 21 road construction project May till October 2025, and a DOT meeting at 5:00pm to 6:00pm for residents and businesses. ROAD SUPERVISOR REPORT: Grading roads, beaver dam destruction, new road signs up, salt & sand mixed for 2026, did 44 tons of patch, gravel delivered to 27th St, 11th Ave & 14th St, and getting ready for sealcoat. CONSTABLE REPORT: Eight incidents: dumping of leaves & branches by RR, break-in, dog complaints, tree down, trash dumped & ATV headlight warning. REVIEW ASSESSOR PROPOSALS: None were received. CHANGE OCTOBER MEETING AGAIN: October Town Board meeting changed to Tuesday October 14, 2025 at 6:30pm due to clerk out of town. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH AT 6:30PM, JUNE 9, 2025 2 OPEN BOOK WITH ASSESSOR PATRICK HART WEDNESDAY MAY 14 , 2025 FROM 12:30–2:30PM BOARD OF REVIEW THURSDAY MAY 22, 2025 FROM 2:30 – 4:30PM MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WI STATUE 19.85(1)(C) CONSIDER EMPLOYEE COMPENSATION/WAGES/BENEFITS/EVALUATION: Motion by Hodal to go into closed session per wi statue 19.85(1)(c) consider employee compensation/wages/benefits/evaluation, seconded by Schumer. Roll vote Darnell yes, Schumer yes, & Hodal yes, at 7:05pm, and carried aye-3 (note at 8:05pm Clerk & Treasurer asked to leave). RECONVENE INTO OPEN SESSION: Motion by Hodal, seconded by Schumer to reconvene into open session at 8:22 pm, with Darnell, Schumer, Hodal, Schultz, Schauer, Kosinski, & Barnharst present,. Roll vote Darnell yes, Schumer yes, & Hodal yes, and carried aye-3.. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: No motions only discussion. ADJOURNMENT: Motion by Schumer to adjourn at 8:22 pm, seconded by Hodal and carried aye-3.
