1 MONDAY, April 14, 2025 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Mar Checks # 17927 – 17934 & Apr Checks # 17935 – 17977 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheryl Barnharst, Constable Jack Jasinski Sr., and Road Supervisor Leo Schultz. Also present were 9 residents (including Steve Bezemek- Scott Construction), and 6 non-residents (Ben-Fahrner, Kathy & Ken-Republic Services, Patrick Hart our Assessor, Brian Schauer our employee, & Tom Winters our county rep. ACCEPTANCE OF AGENDA: Motion by Schumer to approve agenda with the change of Patrick Hart after Salary per diem, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Republic Services spoke for they bought LSI Lenorud for garbage pick-up. Question of sold chipper. APPROVAL OF THE MINUTES: Motion by Hodal to approve the March 10, 2025 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s March 31, 2025 report as presented, seconded by Hodal and carried aye-3. CHAIRMAN REPORT: July board meeting changed to July 7, 2025 at 6:30pm. June or July a joint meeting with the Mauston Ambulance, Village of Necedah & us about rising costs of service. Highway 21 project of Hwy 80 & 21 intersection, & Hwy G & Hwy 21 roundabout to start construction late May. ROAD SUPERVISOR REPORT: New road signs & fire # signs put up. Mixed salt & sand ready for coming year. Grading of all gravel roads done and adding new gravel to 27 St W, 11th Ave, & 14 St. Patched roads with 8 ton of patch by hand. Two of three plow trucks ready for winter. CONSTABLE REPORT: Ten incidents, bear issues, trash, car driving suspicious, road sign faded, burn outs, missing gate, fire call & attended train hazmat meeting. ASSESSOR PATRICK HART: He spoke about what he does and that we need a revalue for he finds omitted property and home values up, so looking like a revalue to get assessment back up to the estimated market value that property is selling for in 2027. 2 OPENING OF BIDS FOR 2025 SEALCOATING PROJECTS SINGLE & DOUBLE, & ACCEPTANCE OF THE BID: Two bids were received Scott Construction & Fahrner. Motion by Hodal to accept Scott Construction’s bid for Single sealcoating $115,616.95 for the four named roads, due to Fahrner’s lowest bid of $108,958.68 did not have the bid requirement of sample of aggregate , seconded by Schumer and carried aye-3. Motion by Hodal to accept Scott Construction’s bid for Double sealcoating $43,144.80 for 27th St W, due to Fahrner’s lowest bid of $37,197.00 did not have the bid requirement of sample of aggregate, seconded by Schumer and carried aye-3. APPROVE OPEN BOOK & BOARD OF REVIEW DATES: Motion by Schumer to approve Wednesday May 14, 2025 at 12:30pm to 2:30pm with the Assessor Patrick Hart for Open Book, and Thursday May 22, 2025 at 2:30pm to 4:30pm for Board of Review, seconded by Hodal and carried aye-3. SALARY PER DIEM RATE: No motion CHANGE THE OCTOBER BOARD MEETING DATE: October Town Board meeting changed to Wednesday October 15, 2025 at 6:30pm due to WTA Convention. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, May 12, 2025 AT 6:30PM ANNUAL MEETING IS TUESDAY APRIL 15, 2025 AT 7:00PM ADJOURNMENT: Motion by Hodal to adjourn at 7:45 pm, seconded by Schumer and carried aye-3.
