1 MONDAY, NOVEMBER 11, 2024 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Oct Checks # 17709 - 17713 & Nov Checks # 17714 –17761 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisor George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz, and Constable Jack Jasinski Sr. Also present were 12 residents. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: None. We did inform them the new website up www.townofnecedah.com. APPROVAL OF THE MINUTES: Motion by Schumer to approve the October 14, 2024 Regular Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s October 31, 2024 report as presented, seconded by Schumer and carried aye-3. CHAIRMAN REPORT: Thank you to the 7 veterans there. The presidential election went very well 1482 voter with 481 absentee/in-person. ROAD SUPERVISOR REPORT: Mowing done and plow trucks are ready. The 2001 plow sold $26,400 and new 2025 plow truck arrived Oct 31. Working on the beavers on the west. CONSTABLE REPORT: Dealt with 7 issues; dog complaint, beaver issue, brush fire to direct traffic, broken sign and abandon boat. APPROVE 2024-2025 OPERATOR LICENSES KATELYN BROWN & APRIL PELLEGRINI FOR BIG FRANKS: Motion by Hodal to approve the two operators licenses for Katelyn Brown & April Pellegrini at Big Franks for 2024-2026, seconded by Schumer and carried aye-3. APPROVE 2024-2025 POLLWORKER THERESE ARD: Motion by Schumer to approve Therese Ard as poll worker for 2024-2025, seconded by Hodal and carried aye-3. 2 RECESS AT 7:00PM FOR THE PUBLIC BUDGET HEARING OF THE ELECTORS FOR THE 2025 BUDGET &THE SPECIAL TOWN MEETING OF THE ELECTORS TO ADOPT THE 2024 TAX LEVY: Motion by Hodal to recess for public budget hearing, seconded by Schumer and carried aye-3. Recessed at 7:00pm. RESUME TO REGULAR TOWN BOARD MEETING: Motion by Hodal to reconvene back to Town Board meeting with the same above named board members present, at 7:31pm, seconded by Schumer and carried aye-3. MOTION TO ADOPT THE 2025 BUDGET WITH THE 2024 TAX LEVY AS APPROVED BY THE ELECTORS: Motion by Hodal to approve the 2025 budget of $1,070,943.00 with the 2024 tax levy of $336,180.00, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, DECEMBER 9, 2024 AT 6:30pm: ADJOURNMENT: Motion by Schumer to adjourn at 7:31 pm, seconded by Hodal and carried aye-3. PUBLIC BUDGET HEARING MEETING CALL TO ORDER: Public budget hearing called to order at 7:00pm, by Scott Darnell. There were 18 residents including the board, and 1 non-resident. 2025 BUDGET REVIEW: Discussion of 2025 budget, the mill rate and the increase on tax bill, rising cost of everything especially the ambulance service. Will cut the amount to Bayview Cemetery and NYBP Necedah Youth Baseball/Basketball Program, tough decisions. ADJOURNMENT: Scott Darnell adjourned hearing after no more questions at 7:30pm. SPECIAL ELECTORS MEETING CALL TO ORDER: Special elector meeting called to order at 7:30pm, by Scott Darnell. There were 18 residents including the board, and 1 non-resident. DISCUSSION/MOTION TO SET THE 2024 TAX LEVY FOR THE TAX BILLS & APPROVE THE 2025 BUDGET: Motion by Jack Jasinski Sr to set the 2024 Tax Levy at $336,180.00 for the tax bills & approve the 2025 Budget for $1,070,943.00, seconded by Dorothy Tambornio, motion carried by voice vote aye, nay none. ADJOURNMENT: Motion by George Schumer to adjourn, seconded by Karen Morschauser, motion carried by aye voice vote, nay none. Adjourned at 7:31 pm.
