1 MONDAY, MARCH 10, 2025 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Feb Checks # 17889 – 17892 & Mar Checks # 17893 – 17926 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:31 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheryl Barnharst, Constable Jack Jasinski Sr., and Road Supervisor Leo Schultz. Also present were 8 residents, and 0 non-resident. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda with the change to add July board meeting date change, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: Deb from Friends of Refuge spoke about refuge is still open. Minutes need to be put on website. Want the taxes lower, they really can’t go down, the Town is a very small portion of tax bill. APPROVAL OF THE MINUTES: Motion by Hodal to approve the February 10, 2025 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s February 28, 2025 report as presented, seconded by Hodal and carried aye- 3. CHAIRMAN REPORT: No date on start of Highway 21 roundabout yet, and April 1, 2025 spring election Supreme Judge and local election coming fast. ROAD SUPERVISOR REPORT: Beaver dams removed, donation to clear half mile by trout stream, weight limit signs up March 6, 2025, repaired hose on backhoe, and road groomer ready for gravel roads. CONSTABLE REPORT: Seven incidents; trash complaints, truck in ditch, road sign down, truck trailer no lights and dirt on road. SELECT ROADS FOR 2025 SEALCOATING PROJECT: Motion by Hodal to approve the roads for 2025 Sealcoating projects, single seal 7th Ave (22nd St west south 1 mile), 16th Ave (RR tracks south to 25th St E), 25th St E(16th Ave to 17th Ave), 17th Ave (23rd St E to 28th St E) and double seal 27th St W (fire # W6549 west .80 miles), and gravel roads 27th St W, 11th Ave, 25th St W, and 14th ST, seconded by Schumer and carried aye-3. 2 SET BID OPENING DATE FOR 2025 SEALCOATING PROJECTS: Motion by Hodal to set 2025 sealcoating bid opening date as April 14, 2025 Town board meeting 6:30pm, seconded by Schumer and carried aye-3. ASSESSOR CONTRACT: Patrick Hart Assessor contract ends Dec 31, 2025. Motion by Schumer to approve placing ad in WTA(Wisconsin Town Association) magazine for a 3- year assessor contract with a revalue included, seconded by Hodal and carried aye-3. APPROVE 10 POLLWORKERS SPLIT SHIFT FOR APRIL 1, 2025 SPRING ELECTION: Motion by Hodal to approve having 10 pollworkers work split shift for April 1, 2025 Spring Election, seconded by Schumer and carried aye-3. ADD RUTH KIES AS 2024-2025 POLLWORKER: Motion by Hodal to approve adding Ruth Kies as pollworker for the 2024-2025 list, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, APRIL 15, 2025 AT 6:30PM & JULY MEETING DATE CHANGE: Due to chairman conflict July Board meeting changed to 1st Monday, July 7, 2025 at 6:30pm. ANNUAL MEETING IS TUESDAY APRIL 15, 2025 AT 7:00PM ADJOURNMENT: Motion by Schumer to adjourn at 7:28 pm, seconded by Hodal and carried aye-3.
