1 MONDAY, SEPTEMBER 9, 2019 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Aug Checks # 15086 - 15089 & Sept Checks # 15090– 15124 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer (late) & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Constable Jack Jasinski Sr. Also present 5 residents and Tanya Kotlowski, Necedah School Administrator. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Taft and carried aye-2. PUBLIC COMMENTS*: Murmuring Pines residents have issue with ATV’s speeding, also loud noise of the boats. Question of UTV, are they part of ATV ordinance. Thank you to 100 Veterans Event. APPROVAL OF THE MINUTES: Motion by Hodal to approve the August 12, 2019 Regular Town Board Meeting, and August 28, 2019 Special Board Meeting-Board of Review, seconded by Taft and carried aye-2. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s August 31, 2019 report as presented, seconded by Taft and carried aye-2. ROAD SUPERVISOR REPORT: 25th St W gravel is finally open, Speedway is open also. Working on mowing and grading. The warranty work by Scotts Construction on 7th Ave is completed. Will be mixing sand & salt, finishing mowing, set up the plows, and finish 11th Ave gravel to open the road. CONSTABLE REPORT: The constable dealt with 3 incidents, including, ATV’s no lights, trash pickup, stop sign down and property checks. TANYA KOTLOWSKI, NECEDAH SCHOOL ADMINISTRATOR TO SHARE A DISTRICT UPDATE: She spoke about student enrollment, equalized value, & shared cost, also the referendum from last year, the projected mill rate $9.84. AMEND 2019 BUDGET TO ACTUAL EXPENSES AS OF 9-9-2019: Motion by Hodal to approve the amend 2019 budget to actual as of 9-9-2019 amount adjusted $331,180.00, seconded by Taft and carried aye-2. 2 ROAD SUPERVISOR MEETING ATTENDANCE: Job description and employee handbook don’t match for road supervisor attending meeting. Motion by Hodal to have the Road Supervisor to turn in a monthly report to the Town Board, unless his/her presence is specially requested to attend the meeting and then he/she will receive a per diem at the current rate for attending the meeting from today forward , seconded by Schumer and carried aye-3. ASSESSOR CONTRACT: Motion by Hodal to advertise for a Town Assessor in the WTA magazine with proposals back by October 15, 2019, seconded by Schumer and carried aye-3. BUDGET WORKSHOP DATES SET: Monday September 30, 2019 at 5:30pm CHANGE NOVEMBER 2019 TOWN BOARD MONTHLY MEETING DATE, DUE TO TAFT & HODAL CONFLICTS: Monday November 4, 2019 at 6:30pm, with the 2020 Budget Hearing at 7:00pm and elector special meeting following. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, was changed due to WTA Conference, so new date Thursday, OCTOBER 10 , 2019 AT 6:30 PM: ADJOURNMENT: Motion by Schumer to adjourn at 8:05 pm, seconded by Hodal and carried aye-3. Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, & Road Supervisor Leo Schultz . 2020 BUDGET WORKSHOP/DISCUSSION/MOTION TO APPROVE BUDGET FOR BUDGET HEARING IN NOVEMBER: Budget was completed with levy of $178,508.00 and a debt promissory note levy of $131,200.00 ,with a budget of $833,286.00.
