1 THURSDAY, OCTOBER 10, 2019 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Sept Checks # 15125 - 15130 & Oct Checks # 15131– 15174 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:38pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, and Treasurer Richard Baumgart. Also present was one resident. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: 19th Ave at intersection Cty Rd G & Hwy 21 the road is bad there. APPROVAL OF THE MINUTES: Motion by Hodal to approve the September 9, 2019 Regular Town Board Meeting, and September 30, 2019 Special Board Meeting-Budget Workshop, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s September 30, 2019 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Mowing is done for year, working on grading, patching, maintenance of equipment and putting up fire# & high water signs. Things in the works mixing IP salt/sand, setting up plow trucks, and working on TRIP Project for 2020. CONSTABLE REPORT: No report. APPROVE UPDATED GEC AGREEMENT FOR MUNICIPAL PLAN EXAMINATION AND INSPECTION SERVICES WITH NEW FEE SCHEDULE: Motion by Hodal to approve the GEC Agreement for Municipal Plan Examination and Inspection Services with the changes to the New Fee Schedule for residential , no commercial inspecting, seconded by Schumer and carried aye-3. APPROVE PURCHASE OF NEW IMAGECAST ELECTION MACHINE: Motion by Hodal to approve the purchase of one new Dominion Voting Imagecast Evolution all-in-one optical scan tabulator for up to $8500.00, seconded by Schumer and carried aye-3. 2 UPDATE ON HEALTH INSURANCE: Current health plan is going up 8%, so will look at other options. UPDATE EMPLOYEE PERSONNEL POLICY & PROCEDURE MANUAL: Remove short term disability and correct wording about attendance at meetings. Motion by Hodal to approve the Employee Handbook with the changes made today, seconded by Schumer and carried aye-3. UPDATE ROAD SUPERVISOR JOB DESCRIPTION: Make changes to Road Supervisor job description about meetings, continue education, and add monthly report be sure wording matches handbook. Motion by Hodal to approve the changes to Road Supervisor job description, seconded by Schumer and carried aye-3. APPROVE THE 2020 BUDGET FOR THE PAPER: Motion by Hodal to approve the 2020 budget for the newspaper and posting for the Nov 4, 2019 Budget Hearing, seconded by Schumer and carried aye-3. AMEND 2019 BUDGET TO ACTUAL EXPENSES AS OF 10-10-2019: Motion by Hodal to approve the Oct 10, 2019 Amend 2019 Budget to Actual Expenses, adjusted amount $339,935.00, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, was changed due to conflicts with Taft & Hodal, so will be Monday November 4, 2019 at 6:30pm, with Budget Hearing at 7:00pm and the Special Elector Meeting following budget hearing. Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, & Treasurer Richard Baumgart. REVIEW AND APPROVE ASSESSOR’S PROPOSALS: There were 6 assessor proposals received on time: Rolling Acres Appraisal LLC, Bowmar Appraisal Inc, Central Assessors LLC, Milde Appraisal Service LLC, Hart Appraisals, & Riglemon Appraisal Service. Accurate Appraisal LLC was received after due date. The proposals were reviewed and had some questions so set Monday October 28, 2019 at 6:30 pm to have another meeting. ADJOURNMENT: Motion by Schumer, seconded by Hodal to adjourn, carried aye- 3. Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, & Treasurer Richard Baumgart. REVIEW AND APPROVE ASSESSOR’S PROPOSALS: The 6 assessor proposals received on time: Rolling Acres Appraisal LLC, Bowmar Appraisal Inc, Central Assessors LLC, Milde Appraisal Service LLC, Hart Appraisals, & Riglemon Appraisal Service. Were reviewed again and a selection was made. Motion by Hodal to approve the three year contract with Milde Appraisal Services LLC with Alisha Theis and Heather Wolf starting January 1, 2020 and ending December 31, 2022 for total cost $87,300.00, split into $29,100.00 for each year, (first two years maintenance & in 2022 a market update) for assessing, seconded by Schumer, carried aye-3.
