1 MONDAY, NOVEMBER 4, 2019 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Oct Checks # 15175 – 15178 & Nov Checks # 15179 – 15211 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:33pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Constable Jack Jasinski Sr. Also present were 5 residents. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Former Chairman Norman Parker died. Problem with people cutting wood and leaving the debris on town road and snow plowing across the road which is not allow per state stautes. APPROVAL OF THE MINUTES: Motion by Hodal to approve the October 10, 2019 Regular Town Board Meeting, and October 23 & 28, 2019 Special Town Board Meetings, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s October 31, 2019 report as presented, seconded by Hodal and carried aye- 3. ROAD SUPERVISOR REPORT: IP salt/sand is mixed and shed is full. Worked on TRIP paperwork. Passer rating is done & to DOT. Caught 13 beavers in two different spots. Getting plow trucks ready. Projects still working on shouldering 9th Ave, graveling 18th St, working on 90/10 Grant for Headquarters road, and maintenance on equipment. CONSTABLE REPORT: The constable dealt with 9 incidents: tire issue, stray dog , ATV issues, wood debris and property check. DOG ISSUE AT W6309 STATE ROAD 21: Angela the renter and dog owner was present. Motion by Schumer to follow the county ordinance of 4 dogs, and they also need to be for inside, not outside, spayed or neuter, and shots, seconded by Hodal and carried aye-3. 2 APPROVE RESOLUTION 2019-2 “RESOLUTION FOR INCLUSION UNDER THE WISCONSIN PUBLIC EMPLOYER’ GROUP HEALTH INSURANCE PROGRAM”: Motion by Schumer to approve resolution 2019-2 “Resolution for inclusion under the Wisconsin Public Employer’ Group Health Insurance Program” , seconded by Hodal and carried aye-3. RECESS AT 7:00PM FOR PUBLIC BUDGET HEARING OF THE ELECTORS FOR THE 2020 BUDGET &THE SPECIAL TOWN MEETING OF THE ELECTORS TO ADOPT THE 2019 TAX LEVY: Motion by Hodal to recess for public budget hearing, seconded by Schumer and carried aye-3. Recessed at 7:00pm. RESUME TO REGULAR TOWN BOARD MEETING: Motion by Hodal to reconvene back to Town Board meeting with same above named board members present, at 7:26pm, seconded by Schumer and carried aye-3. MOTION TO ADOPT THE 2020 BUDGET WITH THE 2019 TAX LEVY AS APPROVED BY THE ELECTORS: Motion by Schumer to approve the 2020 budget of $833,286.00 with the 2019 total tax levy of $309,708.00,which included a $131,200.00 amount for plow truck loan, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, DECEMBER 9, 2019 AT 6:30pm: ADJOURNMENT: Motion by Hodal to adjourn at 7:29 pm, seconded by Schumer and carried aye-3. PUBLIC BUDGET HEARING MEETING CALL TO ORDER: Public budget hearing called to order at 7:00pm, by Terry Taft. There were 11 residents including the board. BUDGET REVIEW: Discussion of 2020 budget, ambulance service, Narcan issue, contract price & EMS grants; brushsite and transportation aid. ADJOURNMENT: Motion by Ginny Hodal to adjourn, seconded by George Schumer, motion carried by voice vote. Adjourned at 7:21 pm. SPECIAL ELECTORS MEETING CALL TO ORDER: Special elector meeting called to order at 7:21pm, by Terry Taft. There were 11 residents including the board. Motion by Jack Jasinski Sr. to set the 2019 Tax Levy at $309,708.00 for the tax bills & approve the 2020 Budget for $833,286.00, which included a $131,200.00 amount for plow truck loan, seconded by Mark Christopherson, motion carried by voice vote. ADJOURNMENT: Motion by Richard Baumgart to adjourn, seconded by Al Stern, motion carried by voice vote. Adjourned at 7:25 pm.
