1 MONDAY, DECEMBER 9, 2019 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Nov Checks # 15212 – 15216 & Dec Checks # 15217 – 15251 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Constable Jack Jasinski Sr. Also present were 6 residents and non-residents Alisa & Heather from Milde Appraisals. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: New Assessor information. Why the levy so high because we had basic plus the truck loan for levy. APPROVAL OF THE MINUTES: Motion by Hodal to approve the November 4, 2019 Regular Town Board Meeting and November 4, 2019 Public Budget Hearing & November 4, 2019 Special Elector Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s November 30, 2019 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Reminder No plowing across roadway. Cleaned shop & equipment, worked on beaver dams, patching, passer rating done for 2 years, and got $19,944.00 for 18th st TRIP project, worked on the grant for Headquarter rd. Thanks to Gene for stepping up. CONSTABLE REPORT: The constable dealt with one incident: and property checks. MILDE APPRAISAL SERVICE LLC, NEW ASSESSORS PRESENTATION: Heather Wolf and Alisa Theis spoke about business; they use more computer and cell phone so more current info is available on their website. NECEDAH FIRE & RESCUE 2020 CONTRACT: Motion by Hodal to approve the Necedah Fire & Rescue 2020 contract for $43,373.58, seconded by Schumer and carried aye-3. 2 CAMP DOUGLAS AMBULANCE 2020 CONTRACT: Schumer abstain for he is on ambulance board. Motion by Hodal to approve the Camp Douglas 2020 contract of $30.00 per person @ 2,432 = $72,960.00, seconded by Taft and carried aye-2. APPROVE RESOLUTION 2019-3 “CREATING ORDER FOR A SPECIAL ELECTION FOR THE MAUSTON AREA MUNICIPAL COURT JUDGE”: Motion by Schumer to approve the Treasurer’s November 30, 2019 report as presented, seconded by Hodal and carried aye-3. ATV USAGE ON MURMURING PINES DRIVE, WEST BAY & EAST BAY DRIVE: ATV’s are dangerous to the kids they go to fast. Taft will talk to Sheriff. APPROVE ADJUSTMENTS OF ACTUAL EXPENSES TO 2019 BUDGET: Motion by Hodal to approve the adjustment to actual budget, seconded by Schumer and carried aye-3. APPROVE 2020-2021 ELECTION WORKER/POLL WORKER LIST: Motion by Schumer to approve2020-2021 poll worker list, seconded by Hodal and carried aye-3. INCREASE THE CLOTHING ALLOWANCE FROM $150.00 A YEAR FOR FULL TIME EMPLOYEES TO $300.00: Motion by Hodal to approve increase in the clothing allowance from $150 to $300.00, this is to include boots, pants everything and pro-rate for new employee, wielding items should be order for garage, seconded by Schumer and carried aye-3. TDS BROADBAND EXPANSION GRANT: We sent a letter of support for this grant. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, JANUARY 13, 2020 AT 6:30pm: ADJOURNMENT: Motion by Schumer to adjourn at 7:51 pm, seconded by Hodal and carried aye-3.
