1 MONDAY, OCTOBER 12, 2020 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Sep Checks # 15643 – 15647 & Oct Checks # 15648 – 15683 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:40 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor Leo Shultz, and Constable Jack Jasinski Sr. Also present were 6 residents, and non- residents Jack Akers, & road worker Pat Loveless . ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: None. APPROVAL OF THE MINUTES: Motion by Hodal to approve the September 14, 2020 Regular Town Board Meeting only, for September 29, 2020 not ready will be approved next month, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s September 30, 2020 reports as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: The sand/salt mixed for winter. Between Highway 21 & 28th St seventeen beavers were trapped. Brush mowing side of roads and grading the roads. . CONSTABLE REPORT: The constable dealt with 8 incidents, UTV warnings, , gunfire complaints & property check. JACK AKERS/SECLUDED LAND COMPANY 40 ACRES SUBDIVISION: Jack Akers of Secluded Land Company LLC presented the new CSM map for the now 40 acres subdivision at 16th Avenue & County Road G, for approval with 13 lots, which 2 are flag lots and has 6 shared driveways with the same requirements from August meeting for driveways. Motion by Hodal to approve the CSM map of 13 lots, with 2 flag lots and 6 shared driveways, for the 40 acres subdivision at 16th Avenue & County Road G, with a minimum of leveled driveway approaches of 26 ft. length along roadway x 8 ft. wide and 4” inches of gravel for the 6 shared driveways, seconded by Schumer and carried aye-3. 2 APPROVE THE SPLIT OF PARCEL # 290281458 BACK TO THE ORIGINAL 2 PARCELS # 290281458 & 290281485.26: Motion by Hodal to approve the, with the split of parcel 290281458 back to the original 2 parcels 290281458 (lot 42 of csm map 577) & 290281485.26 (lot 26 of csm map 4435), which were combined by owner, seconded by Schumer and carried aye-3. APPROVE COLD STORAGE BUILDING FOR 2021: Two quotes were received from Born Construction for $29,900.00 and James Manning for $38,671.00, for the cold storage addition to shop in spring of 2021. Motion by Hodal to approve hiring Born Construction with quote of $29,900.00 to start in spring of 2021, seconded by Schumer and carried aye-3. APPROVE OPERATOR LICENSE FOR ROADHOUSE - JAMES YERKE &DANNA ANDERSON: Motion by Hodal to approve the 2 operator licenses for Roadhouse, Danna Anderson & James Yerke, seconded by Schumer and carried aye-3. COMBINE CLERK & TREASURER INTO ONE POSITION OR KEEP AS TWO POSITIONS: Richard Baumgart current treasurer is going to run next year so no change in position. RAISE FOR CLERK POSITION: Motion by Schumer to increase clerk position to a yearly salary of $18,000.00 starting next year when new election term starts April 2021, seconded by Hodal and carried aye-3. APPROVE THE 2021 BUDGET FOR THE PAPER: Motion by Schumer to approve the 2021 Budget with levy of $178,555.00 and taking the $161,000.00 from the capital equipment & general reserve for a total budget of $840,956.00and sending the budget summary to paper, seconded by Hodal and carried aye-3. NEXT MONTH TOWN BOARD MEETING DATE, 2ND MONDAY OF MONTH, NOVEMBER 9, 2020 AT 6:30 PM WITH A RECESS FOR THE BUDGET HEARING AT 7:00 PM AND THE SPECIAL ELECTOR MEETING FOLLOWING THE BUDGET HEARING , THEN RECONVENE BACK TO TOWN BOARD MEETING: ADJOURNMENT: Motion by Schumer to adjourn, seconded by Hodal and carried aye- 3, at 7:50 pm. Attest: ____________________________________, Clerk Attest: ____________________________________, Chairman 3 TUESDAY, SEPTEMBER 29, 2020 AT 6:00 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, SPECIAL TOWN BOARD MEETING/BUDGET WORKSHOP CALL TO ORDER/ROLL CALL: Meeting was called to order at 6:10 pm, by Chairman Terry Taft. Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Constable Jack Jasinski Sr & Road Supervisor Leo Schultz . Also our two road workers Pat & Gene were present. 2021 BUDGET WORKSHOP: Discussion of highway items tractor with bat wing mower and a cold storage addition. Budget was completed with levy of $178,555.00 and a debt promissory note levy of $161,000.00, for a budget of $840,956.00, will review and approve or change at October 12, 2020 meeting. ADJOURNMENT: Motion by Schumer, seconded by Hodal, to adjourn, carried aye- 3.
