1 MONDAY, NOVEMBER 9, 2020 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Oct Checks # 15685 – 15689 & Nov Checks # 15690 – 15734 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:35pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 10 residents. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented with the addition to approve September 29, 2020 Special Board Meeting/Budget Workshop, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: The new subdivision on Cty Rd G and 16th Ave has a lot of driveways. How the November Presidential election went. APPROVAL OF THE MINUTES: Motion by Schumer to approve the October 12, 2020 Regular Town Board Meeting, and September 29, 2020 Special Town Board Meeting/Budget Workshop, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s October 31, 2020 report as presented, seconded by Schumer and carried aye-3. ROAD SUPERVISOR REPORT: IP salt/sand is mixed, shed is full, and plows are ready. 25th gravel road cleaning up brush and ditching, Sprague-Mather Rd made new shoulders for 2 ½ miles. Working with the Refuge and Denis Nowicki on a timber and road project of 100 acres. Equipment power washed for next year and sold Ford Tractor for $6,575.00 on WI Surplus. CONSTABLE REPORT: The constable dealt with 5 incidents: renter issue, feral cats, ATV issues, political signs stolen and property check. N9757 EAST BAY DRIVE SETBACK VARIANCE: Motion by Schumer to give Rob Sinden of N9757 East Bay Drive a road variance of 48 feet instead of 63 feet, seconded by Hodal and carried aye-3. 2 WILDFIRE RISKS NOTICE IN TAX BILL: Motion by Hodal for a two-sided insert for tax bills, front side about wildfires and backside about not plowing snow across roadway, seconded by Schumer and carried aye-3. RECESS AT 7:00PM FOR PUBLIC BUDGET HEARING OF THE ELECTORS FOR THE 2021 BUDGET &THE SPECIAL TOWN MEETING OF THE ELECTORS TO ADOPT THE 2020 TAX LEVY: Motion by Schumer to recess for public budget hearing, seconded by Hodal and carried aye-3. Recessed at 7:05pm. RESUME TO REGULAR TOWN BOARD MEETING: Motion by Hodal to reconvene back to Town Board meeting with same above named board members present, at 7:24pm, seconded by Schumer and carried aye-3. W6523 25TH ST W CULVERT CONCERN: Billie Hilgenberg and Jason & Angela Green wants something done about all the water, they didn’t have high water in th1980 but now only water, we told her about the Army Corp study, Town of Clearfield drainage ditch needs to cleaned out, and that a culvert wouldn’t high. MOTION TO ADOPT THE 2021 BUDGET WITH THE 2020 TAX LEVY AS APPROVED BY THE ELECTORS: Motion by Hodal to approve the 2021 budget of $840,956.00 with the 2020 tax levy of $178,555.00, seconded by Schumer and carried aye-3. PUBLIC BUDGET HEARING MEETING CALL TO ORDER: Public budget hearing called to order at 7:05pm, by Terry Taft. There were 16 residents including the board, not counting non-resident Road Supervisor Leo Schultz. BUDGET REVIEW: Discussion of 2021 budget, ambulance & FD wage/contracts, capital equipment cost, clerk increase, sealcoating why always using same contractor, and maybe a constable raise. ADJOURNMENT: Motion by Jack Jasinski Sr to adjourn, seconded by Karen Morschauser, motion carried by voice vote. Adjourned at 7:20 pm. SPECIAL ELECTORS MEETING CALL TO ORDER: Special elector meeting called to order at 7:21pm, by Terry Taft. There were 16 residents including the board, not counting non-resident Road Supervisor Leo Schultz. Motion by Al Morschauser to set the 2020 Tax Levy at $178,555.00 for the tax bills & approve the 2021 Budget for $840,956.00, seconded by Karen Morschauser, motion carried by voice vote.
