1 MONDAY, MAY 11, 2020 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING NOTE: No April Town Board Meeting or Road Tour due to the Covid-19 FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Mar Checks # 15414– 15416 & Apr Checks # 15417 – 15465 & May Checks # 15466 - 15495 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:34 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Road Supervisor, Leo Schultz, and Constable Jack Jasinski Sr. Also present were 2 residents. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: None APPROVAL OF THE MINUTES: Motion by Hodal to approve the March 9, 2020 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s March 31 & April 30, 2020 reports as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Repair on trucks welding, sandblasted, new step on Sterling, & repair v box. Patching for lot of frost boils in road. Resolved beaver issue by west 25th St & Hwy 21, and working on beaver issue off 12th Ave north. New full time employee great asset. Ready for mowing. . CONSTABLE REPORT: The constable dealt with 6 incidents, ATV warning, trash piled on property, dead cat & property check. OPENING OF 2020 DOUBLE SEAL COATING 18TH AVE TRIP/LRIP ROAD BIDS, & ACCEPTANCE: Two bids received Scotts Construction & Fahrner. Motion by Hodal to approve Scotts Construction, the higher bid over Fahrner due to negative feedback of Fahrner’s workmanship from other townships, for TRIP 18th Ave project of double seal coat at $44,518.50, seconded by Schumer and carried aye-3. OPENING OF 2020 DOUBLE & SINGLE SEAL COATING ROAD BIDS, & ACCEPTANCE: Two bids received Scotts Construction & Fahrner. Motion by Hodal to approve Scotts Construction, the higher bid over Fahrner due to negative feedback of Fahrner’s 2 workmanship from other townships, for miscellaneous roads of double & single seal coat at $101,309.50, seconded by Schumer and carried aye-3. Motion by Hodal to remove 9th Ave from 25th St W to 28th St W & the double seal option on Headquarter Rd from Scotts Construction bid $32,266.00, seconded by Schumer and carried aye-3. JUNEAU COUNTY DOG ORDINANCE: Juneau County ordinance is confusing cost $3.00 & $8.00 vs $12.00 & $15.00, also the multiple dogs over 4 or 6, waiting on more clear information. UPDATE LIQUOR, BEER, OPERATOR LICENSE & PUBLICATION FEE: Motion by Hodal to keep the liquor, beer, publication & operator fees at the same fee, but may revisit if COVID-19 continues into fall, seconded by Schumer and carried aye-3. ADD JENNIFER KOSINSKI & SARAH DEGUIRE TO THE 2020-2021 POLL WORKERS LIST: Motion by Schumer to add Jennifer Kosinski & Sarah Deguire to the 2020-2021 poll worker list, seconded by Hodal and carried aye-3. APPROVE 4 POLL WORKERS FOR THE MAY 12, 2020 CONGRESSIONAL DISTRICT 7 ELECTION: Motion by Hodal to approve 4 poll workers for May 12, 2020 election, seconded by Schumer and carried aye-3. OPEN BOOK MAY 19, 2020 3-5 PM & BOARD OF REVIEW JUNE 8, 2020 4-6 PM WITH MILDE APPRAISAL SERVICE LLC: NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, JUNE 8, 2020 AT 6:30 PM: ADJOURNMENT: Motion by Hodal to adjourn, seconded by Schumer and carried aye-3, at 8:45 pm.
