1 MONDAY, JANUARY 13, 2020 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Dec Checks # 15252– 15255 & Jan Checks # 15256 – 15310 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:35 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Leo Schultz Road Supervisor, and Constable Jack Jasinski Sr. Also present were 6 residents (including Ryan Bodi and family), and 2 non-residents. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: Thank you to Leo & road crew on good job of plowing. Discussion of the Highway 21 construction and Highway 80 north construction within a couple years. APPROVAL OF THE MINUTES: Motion by Hodal to approve the December 9, 2019 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s December 31, 2019 report as presented, seconded by Schumer and carried aye-3. ROAD SUPERVISOR REPORT: Plowing & sanding with 2 trucks, maintaining the equipment, still working on beaver issue, Mike can plow on weekend, Elmer still out. No plowing snow across the roadway per Wi statute 86.01,86.07 & 346.97. CONSTABLE REPORT: The constable dealt with 8 incidents: dumped food & deer carcus issue, furniture dumped and property check. ACCEPT THE SURRENDER OF REMAINDER (JANUARY 14- JUNE 30, 2020)OF THE 2019-2020 LIQUOR LICENSE FOR MILO BRCIK DBA WOODBINE INN: Motion by Hodal to accept the surrender of the remainder of 2019-2020 liquor license for Milo Brcik dba Woodbine Inn, seconded by Schumer and carried aye-3. APPROVAL OF LIQUOR LICENSE FOR 2019-2020 FOR THE REMAINDER (JANUARY 14- JUNE 30, 2020) FOR BODI HOSPITALITY INC, WITH AGENT RYAN BODI, DBA WOODBINE INN: Motion by Hodal to approve the liquor license for remainder of 2019- 2020 for Bodi Hospitality Inc, dba Woodbine Inn, seconded by Schumer and carried aye-3. 2 APPROVE SANDBLASTING & PAINTING OF CHIPPER: Motion by Schumer to accept bid for sandblasting & painting of chipper, seconded by Hodal and carried aye-3. APPROVE HIRING OF A PART-TIME SNOWPLOW ROAD WORKER: Motion by Hodal to approve hiring a part-time snow plow road worker at $16.50 an hour, seconded by Hodal and carried aye-3. OPERATOR LICENSES FOR 2019-2021 : AMY GANHS - ROADHOUSE & REEL INN; AMY NUTTER – ROADHOUSE: Motion by Schumer to approve operator licenses for Amy Ganhs & Amy Nutter, seconded by Hodal and carried aye-3. HIRING OF A FULL TIME EMPLOYEE: Motion by Hodal to approve hiring a full time road worker at $18.50 an hour, plus benefits, must have CDL, take applications till Feb. 17, 2020, then interview, seconded by Hodal and carried aye-3. APPROVE $500.00 TO JUNEAU COUNTY HIGHWAY FOR 50-50 PETITION: Motion by Hodal to approve $500.00 to Juneau County Highway for 50/50 petition, seconded by Schumer and carried aye-3. MOTION & ROLL VOTE TO GO INTO CLOSED SESSION PER WL STATUE 19.85(1)(C) CONSIDER EMPLOYEES COMPENSATION/WAGES/BENEFITS/EVALUATION: Motion by Hodal to go into closed session at 7:15pm, seconded by Schumer and roll call vote Taft yes, Schumer yes and Hodal yes, aye-3. RECONVENE INTO OPEN SESSION: Reconvene back into open session at 7:55pm with Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, & Road Supervisor Leo Schultz. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: Motion by Schumer to give Leo Schultz a $1.25 an hour increase for Road Supervisor to $22.25 , benefits remain the same, and part time wage will remain the same at $16.50, and full time road worker at $18.50, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, FEBRUARY 10, 2020: ADJOURNMENT: Motion by Hodal to adjourn at 8:10 pm, seconded by Schumer and carried aye-3. Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart & Road Supervisor Leo Schultz. One resident was present. REVIEW AND APPROVE SNOW PLOW PART-TIME ROAD WORKER: There were 3 applications: C Parker, H Suchomel & P Loveless. Motion by Hodal to approve hiring two part-time snow plow road workers, Chad Parker & Patrick Loveless at $16.50 an hour ,no benefits, seconded by Hodal and carried aye-3.
