1 MONDAY, FEBRUARY 10, 2020 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Jan Checks # 15311– 15321 & Feb Checks # 15322 – 15365 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:31 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Constable Jack Jasinski Sr. Also present were 5 residents. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: Brushing along 19th Street looks nice. Camp Douglas Ambulance update of the runs and transfers and talking to State representatives to improve things for ambulance. APPROVAL OF THE MINUTES: Motion by Schumer to approve the January 13, 2020 Regular Town Board Meeting, & January 27, 2020 Special Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s January 31, 2020 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: The brushing on east side is done and 60% of ground cleaned up, plowing, slushing, sanding, & salting of roads and maintenance of trucks, all 3 plow trucks working and new truck getting outfitted now. Hired part time workers and will be hiring a full time employee. CONSTABLE REPORT: The constable dealt with 7 incidents: snow removal & burning brush and property check. UPDATE EMPLOYEE HANDBOOK: Tabled UPDATE THE ROAD WORKER JOB DESCRIPTION: Tabled SET DATE FOR FULL TIME APPLICATION REVIEW FOR INTERVIEWING: Monday February 24, 2020 at 6:30 pm for full time application review. 2 APPROVE 6 POLL WORKERS FOR THE FEBRUARY 18, 2020 SPRING ELECTION: Motion by Hodal to approve 6 poll workers for February 18, 2020 election, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, MARCH 9, 2020 AT 6:30 PM ADJOURNMENT: Motion by Schumer to adjourn, seconded by Hodal and carried aye-3, at 7:19 pm. Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Road Supervisor Leo Schultz. UPDATE ROAD WORKER JOB DESCRIPTION: Motion by Hodal to approve the February 2020 Road Worker Job Description as presented with the changes of adding OSHA standards, remove introductory period, and add benefits of sick days & clothing allowance, seconded by Schumer and carried aye-3. UPDATE EMPLOYEE HANDBOOK: Motion by Hodal to table personnel policy and procedures manual till get State Health Plan costs, and check wording on accident testing and emergencies, also on disciplinary action due to safety, seconded by Schumer and carried aye-3. MOTION AND ROLL VOTE TO GO INTO CLOSED SESSION PER WI STATUE 19.85(1)(C) CONSIDER HIRING FULL TIME EMPLOYEE: Motion by Hodal to go into closed session at 7:25pm, seconded by Schumer and roll call vote Taft yes, Schumer yes and Hodal yes, aye-3. RECONVENE INTO OPEN SESSION: Reconvene back into open session at 7:39pm with Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, and Road Supervisor Leo Schultz. MOTION, IF NECESSARY FROM THE MATTER DISCUSSED IN CLOSED SESSION: Motion from closed session by Hodal to hire Patrick Loveless as a full time employee with a start date of March 1, 2020 at $18.50 an hour, from part-time employee and subject to the revised Personnel Manual, seconded by Schumer and carried aye-3. ADJOURNMENT: Motion by Schumer, to adjourn, seconded by Hodal and carried aye-3.
