1 MONDAY, SEPTEMBER 13, 2021 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Aug Checks # 16166 - 16171 & Sep Checks # 16172 – 16209 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:34pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart and Constable Jack Jasinski Sr. Road Supervisor Leo Schultz was not present. Also present were 7 residents. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Bob Belli spoke and gave a copy of the problems with the TDS phone system for landline phones not providing consistent dial tone which means no 911 service and how the no internet also hurts the businesses, also with poor cell service very hard to communicate. APPROVAL OF THE MINUTES: Motion by Hodal to approve the August 9, 2021 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s August 31, 2021 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Busy month with brushing, grading, cutting back ditches and tree cutting. CONSTABLE REPORT: August and September reports presented mainly ATV/UTV headlight issues, some garbage and a missing camper. RESOLUTION 2021-3 DOG LICENSES ISSUED BY JUNEAU COUNTY: Motion by Hodal to approve Resolution 2021-3 Dog Licenses Issued by Juneau County, seconded by Schumer and carried aye-3. DANISH CEMETERY: Discussion of flag pole in front, need to know right of way for Hwy 80 and the driveway may be move to provide parking in adjacent space of lot, and cutting trees. No motion. 2 DISCHARGING OF FIREARMS: The Sheriff will not enforce town ordinance for discharging firearms, the Town attorney said the Town will need to hire law enforcement for the Town and need zoning. An ordinance wording is very important maybe no target shooting sunset to sunrise. No motion. SPEED ON TOWN ROADS: The Sheriff will not enforce town ordinance for speeding on roads, the Town attorney said the Town will need to hire law enforcement for the Town and need zoning. If speed limit not posted 55mph. Sheriff will do increase speed patrol. No motion. APPROVE AND ADOPT THE EMERGENCY OPERATIONS GUIDANCE PLAN UPDATED SEPTEMBER 13, 2021: Motion by Hodal to approve and adopt the Town and Village of Necedah Emergency Operations Guidance Plan Updated September 13, 2021, seconded by Schumer and carried aye-3. APPROVE OPERATOR LICENSES FOR 2021-2023 FOR NICHOLAS & DANIELLE DOYLE FOR QUEEN OF HOLY ROSARY SUMMERFEST: Ginny Hodal abstain due to being on QHR board. Motion by Schumer to approve operator licenses for Nicholas Doyle & Danielle Doyle for Queen of Holy Rosary Summerfest for 2021-2023, seconded by Taft and carried aye-2. BUDGET WORKSHOP WEDNESDAY SEPTEMBER 15, 2021 AT 4:00 PM: RECONCILIATION OF DEPOSITS MAY – AUG 2021 & CHECKS AUG 2021: Checks August 2021 were ok, and Deposits May – August 2021 were ok. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, OCTOBER 11, 2021 AT 6:30 PM: Changed next meeting date to Tuesday October 12, 2021 at 6:30 pm due to WTA conference. ADJOURNMENT: Motion by Schumer to adjourn at 7:05 pm, seconded by Hodal and carried aye-3. Reconciliation completed by 7:28pm. Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, & Road Supervisor Leo Schultz. Also our road worker Pat was present. 2022 BUDGET WORKSHOP: Discussion of amount for state retirement and the ARPA money, we need to wait to finish once get state numbers, but did estimate the line items. Will review with final numbers and make changes then approve for paper at October 12, 2021 meeting. ADJOURNMENT: Motion by Schumer, seconded by Hodal, to adjourn, carried aye- 3.
