1 TUESDAY, OCTOBER 12, 2021 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Sep Checks # 16210 - 16214 & Oct Checks # 16215 – 16245 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:36pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski (phone), Treasurer Richard Baumgart and Constable Jack Jasinski Sr. Road Supervisor Leo Schultz was not present. Also present were 3 residents. Note Cheryl Steen took minutes, did the recorder and phone, for Susan. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: 28th St west of 9th Ave needs grading. Pile of trash on Cty Rd G west of 18th St, needs to be picked up. APPROVAL OF THE MINUTES: Motion by Schumer to approve the September 13, 2021 Regular Town Board Meeting, and September 15, 2021 Budget Workshop, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s September 30, 2021 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Cutting & knocking down trees. Cleaning & maintaining equipment. CONSTABLE REPORT: Garbage issues, ATV issues and a poach deer. ST. JOSEPH MOTEL PROPERTY VARIANCE: Mike Istvanek showed survey map having the two motel buildings which are not in floodplain separate from rest of parcel 290281199 and having a variance for this parcel would now be 0.994 acres. Motion by Schumer to approve the variance for lot size of 0.994 for the motel buildings and rest of parcel 290281199 must go to parcel 290281197 so no land is land lock, seconded by Hodal and carried aye-3. TAX BILL INSERT: Will do a DNR Wildfire flyer on the back of the dog licensing flyer of change. No motion 2 APPROVE “RESOLUTION 2021-4 RESOLUTION TO ADOPT WARD PLAN AND TO DESIGNATE POLLING PLACE”: The new redistricting changes us from 3 supervisors to 5 and 4 wards to 6. Motion by Hodal to approve Resolution 2021-4 Resolution to Adopt Wars Plan and to designate Polling Place”, seconded by Schumer and carried aye-3. APPROVE OPERATOR LICENSE FOR 2021-2023 FOR KRISTEN WINKER FOR ROADHOUSE: Motion by Hodal to approve operator license for Kristen Winker at Roadhouse for 2021-2023 with exception if receives another DUI it will be revoked, seconded by Schumer and carried aye-3. APPROVE 2022 BUDGET FOR PAPER AND BUDGET MEETINGS: Motion by Hodal to approve the 2022 Budget with levy of $180,825.00 for a total budget of $938,714.00 (including the ARPA money) and sending the budget summary to paper, seconded by Hodal and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, NOVEMBER 8, 2021 AT 6:30 PM WITH THE BUDGET HEARING AT 7:00PM AND THE SPECIAL ELECTOR MEETING FOLLOWINH THE BUDGET HEARING, THEN RECONVENE BACK TO TOWN BOARD MEETING: ADJOURNMENT: Motion by Schumer to adjourn at 7:48 pm, seconded by Hodal and carried aye-3.
