1 MONDAY, NOVEMBER 8, 2021 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Oct Checks # 16246 - 16249 & Nov Checks # 16250 – 16277 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:32pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart and Constable Jack Jasinski Sr. Road Supervisor Leo Schultz was not present. Also present were 3 residents, and 2 non-residents James Newlund and Brian McLain from Camp Douglas Ambulance. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: James Newlund and Brian McLain from Camp Douglas Ambulance gave a progress report. The runs were a 2.6 % increase, 964 runs Jan-Nov 8, 21. Their costs are higher for need PPE clothing for every call, need to keep staff safe. They are helping out with calls in Armenia. They are mergering Jan 1, 2022 with Village of Camp Douglas. RECESS AT 7:00PM FOR PUBLIC BUDGET HEARING OF THE ELECTORS FOR THE 2022 BUDGET &THE SPECIAL TOWN MEETING OF THE ELECTORS TO ADOPT THE 2021 TAX LEVY: Motion by Hodal to recess for public budget hearing, seconded by Schumer and carried aye-3. Recessed at 7:00pm. RESUME TO REGULAR TOWN BOARD MEETING: Motion by Schumer to reconvene back to Town Board meeting with same above named board members present, at 7:25pm, seconded by Hodal and carried aye-3. APPROVAL OF THE MINUTES: Motion by Schumer to approve the October 12, 2021 Regular Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s October 3, 2021 report as presented, seconded by Schumer and carried aye-3. ROAD SUPERVISOR REPORT: Cleaned up trees at Danish Cemetery, leveled land on new north section. Will get LRIP money $16,230.00 our portion for 28th St project. Cleaning & maintaining equipment and patching and trees. 2 CONSTABLE REPORT: Watching for speeders, pick up trash and a dead wolf. PURPLE HEART HIGHWAY 21 UPDATE: Governor Evers coming on Nov 11, 2021 at 2pm at Vets hall for the signing of the bill. WILDFIRE RISKS NOTICE IN TAX BILL: Two wildfire pictures were sent to be put on back of dog licensing tax bill insert. APPROVE OPERATOR LICENSE FOR 2021-2023 FOR JENNIFER ZANDER PANURE AT ROADHOUSE: Motion by Hodal to approve operator license for Jennifer Zander Panure at Roadhouse for 2021-2023, seconded by Schumer and carried aye-3. MOTION TO ADOPT THE 2022 BUDGET WITH THE 2021 TAX LEVY AS APPROVED BY THE ELECTORS: Motion by Hodal to approve the 2022 budget of $946,820.00 with the 2021 tax levy of $188,931.00, seconded by Schumer and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, DECEMBER 13, 2021 AT 6:30pm: ADJOURNMENT: Motion by Schumer to adjourn at 7:35 pm, seconded by Hodal and carried aye-3. BUDGET REVIEW: Discussion of 2022 budget, the APRA money, the dam and the utility decommission amount. ADJOURNMENT: Motion by Jack Jasinski Sr to adjourn, seconded by Richard Baumgart, motion carried by ayes voice vote, nay- none. Adjourned at 7:18 pm. SPECIAL ELECTORS MEETING CALL TO ORDER: Special elector meeting called to order at 7:20pm, by Terry Taft. There were 9 residents including the board. Motion by Richard Baumgart to set the 2021 Tax Levy at $188,931.00 for the tax bills & approve the 2022 Budget for $946,820.00, seconded by Jack Jasinski Sr, motion carried by aye voice vote, nay none.
