1 MONDAY, JULY 11, 2022 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: June Checks # 16591 – 16595 & July Checks # 16596– 16629 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:35 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart late, Leo Schultz Road Supervisor, and Constable Jack Jasinski Sr. Also present were 5 residents, including Cheryl Barnharst, and no non-residents. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Resident spoke of a speech about “Do the right thing”. Thanks to road crew for mowing & spraying weeds. APPROVAL OF THE MINUTES: Motion by Hodal to approve the minutes of the June 13, 2022 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s June 30, 2022 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Work done: patching, had 27th Street graveled over a mile, seal coating done, 1st round of mowing done, weed spraying, 1st round of crack filling & dip filling done. CONSTABLE REPORT: Constable had 4 incidents, tornado warning and assisted, with trees down, ATV issues and checking properties. OPENING OF 2022 ADDITIONAL DIP FILLING/CRACK FILLING BID, & ACCEPTANCE: Three sealed bids received: Thunder Road LLC 28,571 lbs @ 1.75 for $49,999.25, Fahrner Asphalt Sealers LLC 11,111 lbs @ $4.50 for $49,999.50, & Crack Filling Service 25,000 lbs @ $2.00 for $50,000.00. Motion by Hodal to accept bid of $50,000.00 from Crack Filling Service from Cross Plains, due to the satisfaction of past work and the rock used, since all bids within 0.75¢, seconded by Schumer and carried aye-3. ACCEPT THE RETIREMENT OF TREASURER RICHARD BAUMGART AS OF AUGUST 1, 2022: Motion by Schumer to accept the retirement notice from Treasurer Richard Baumgart as of August 1st or before to retire from the Town of Necedah Treasurer position, dated June 22, 2022, seconded by Hodal and carried aye-3. A big Thank You to Richard for the many years of dedication and a fabulous job well done!!!! 2 APPOINTMENT OF CHERYL BARNHARST FOR THE REMAINDER OF THE TREASURER’S TERM ENDING APRIL 18, 2023: Motion by Hodal to appoint Cheryl Barnharst as the interim treasurer for the Town of Necedah, until term ends April 18, 2023, seconded by Schumer and carried aye-3. Cheryl Barnharst was sworn in for the duties. APPROVE A 3 YEAR CONTRACT 2023-2025 FOR AMBULANCE WITH CAMP DOUGLAS FIRE & RESCUE: Schumer abstain for on the board of Camp Douglas Ambulance. Motion by Hodal to approve the Camp Douglas Ambulance contract for 3 years at cost-per-person rate of 2023 @ $36.00, 2024 @ $38.00 & 2025 @ $40.00 based on DOA Census #, seconded by Taft and carried aye-2. TOWN ASSESSOR MILDE APPRAISAL SERVICES IS ENDING BUSINESS DECEMBER 31, 2022, PROCESS FOR A NEW 2023 ASSESSOR: We will put ad in WTA August magazine & on their website. Will have a special board meeting to review proposals Monday Aug 22, 2022 at 5:30pm. BOARD OF REVIEW DATE CHANGE TO THURSDAY SEPTEMBER 8, 2022 3:00PM- 5:00PM, OPEN BOOK WILL BE THURSDAY AUGUST 25, 2022 10:00AM-6:00PM AND FRIDAY AUGUST 26, 2022 10:00AM-2:00PM:Everyone fine with the change. PURPLE HEART HIGHWAY 21 DEDICATION ON AUGUST 6 & 7, 2022:The board to be there for Sunday August 7, 2022 presentation. OPERATOR LICENSE FOR 2022-2023 : TRISHA MAROTA FOSBINDER-WOODBINE INN Motion by Schumer to approve Trisha Marota Fosbinder at Woodbine for operator license for the 2022-2024 period, seconded by Hodal and carried aye-3. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, AUGUST 8, 2022 AT 6:30 PM: RECONCILIATION OF JANUARY – JUNE 2022 DEPOSITS AND CHECKS: ADJOURNMENT: Motion by Hodal to adjourn at 7:20 pm, seconded by Schumer and carried aye-3.
