1 MONDAY, AUGUST 8, 2022 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Jul Checks # 16630 – 16636 & Aug Checks # 16637– 16540 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:31 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, and Constable Jack Jasinski Sr. Leo Schultz Road Supervisor not present. Also present were 18 residents and 1 student. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Spraying: Residents complained of the spraying on side of road up on the trees and lilacs bushes and not in the ditch. It was done to keep brush out of easement cheaper than mowing. There was health concern with people who have Agent Orange and the spraying Garlon, it is like a spray & feed. Also residents concerned about killing of the bees, one person has bee farm. Taft & Hodal said no spraying next year will do mowing with brush hog. Some said there was drifting of the spray. Leo was not respectful on the cell phone. Residents want a letter ahead for kids, pets and people this may make sick. Discussion of the high % of assessment for the revalve and how will lower the mill rate. Cell tower on 12th Ave parcel # 290282300.3, Residents have health concern of the tower and wanted to have it not close to residents, their research said should be 400meters too not affect people animal and food. Resident ask to send letter from Town, but Verizon still let us know but we have no zoning. Resident was proud of the community for the Purple Heart program. APPROVAL OF THE MINUTES: Motion by Hodal to approve the July 11, 2022 Regular Town Board Meeting as presented, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s July 31, 2022 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: Leo’s report states: Patching, General Maintenance, Brush Mowing, Spraying, Dip Filling is scheduled for September, Sealcoating completed & Gravel work completed. Sold old 2002 Ford pickup for parts. CONSTABLE REPORT: 1 incident, suspicious man. 2 APPROVE NEW POLLWORKERS FOR THE 2022-2023 LIST: DARLENE GRUSZKA, SUSAN JETT & SANFORD JETT: Motion by Hodal to approve three pollworkers Darlene Gruszka, Susan & Sanford Jett, seconded by Schumer and carried aye-3. APPROVE 9 POLLWORKERS FOR FALL PRIMARY AUGUST 9, 2022: Motion by Hodal to approve 9 pollworkers for the fall primary August 9, 2022, seconded by Schumer and carried aye-3. APPROVE OPERATOR LICENSE FOR 2022-2024 JAY GOECKS-ROADHOUSE: Motion by Schumer to approve operator license for Jay Goecks at Roadhouse for 2022- 2024, seconded by Hodal and carried aye-3. CHANGE DATE OF OCTOBER MONTHLY TOWN MEETING DUE TO WTA CONVENTION: October meeting date changed to Thursday October 13, 2022 at 6:30pm. SET BUDGET WORKSHOP DATE IN SEPTEMBER: Budget Workshop for Monday September 26, 2022 at 5:00pm NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, SEPTEMBER 12, 2022 AT 6:30 PM SPECIAL TOWN BOARD MEETING on MONDAY AUGUST 22, 2022 change time to 6:30PM ADJOURNMENT: Motion by Schumer to adjourn at 7:52 pm, seconded by Hodal and carried aye-3. REVIEW AND APPROVE ASSESSOR CONTRACTS FOR 2023-2025: Two proposals were received: Forward Appraisal LLC from Green Bay and Hart Appraisals from Tomah, they were review and discussed. Motion by Schumer to approve a 3-year contract for 2023-2025 at $26,300.00 per year, paid monthly, seconded by Hodal and carried aye-3.
