1 MONDAY, APRIL 11, 2022 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Mar Checks # 16449 – 16453 & Apr Checks # 16454– 16496 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:45 pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Richard Baumgart, Leo Schultz Road Supervisor and Constable Jack Jasinski Sr. Also present were 6 residents, and 1 non- residents Jim Wehinger Rural Mutual Ins. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: Road Groomer really doing a great job, per Al Stern the bus driver, it really smooth out the gravel roads. APPROVAL OF THE MINUTES: Motion by Schumer to approve the March 14, 2022 Regular Town Board Meeting as presented, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s March 31, 2022 report as presented, seconded by Schumer and carried aye- 3. ROAD SUPERVISOR REPORT: Three roads left to grade with road groomer. Maintenance done on all vehicles, tree cutting complete, Danish cemetery cleaned up limbs & trees, weight limit signs down and projects for ARPA funds, also the LRIP project. CONSTABLE REPORT: 5 incidents, log dragged across the road and checking properties. RURAL INSURANCE JIM WEHINGER REVIEWS OUR POLICY: Spoke of insurance going up 4 to 9 % increase. Also spoke of really watching emails for security issues are high for governments. 2 ARPA FUNDS PROJECTS AND ONE-TIME IRREVOCABLE $10 MILLION STANDARD ALLOWANCE: Motion by Hodal to choose the one-time irrevocable decision to select the $10 million standard allowance, seconded by Schumer and carried aye-3. Motion by Hodal to approve these projects for the ARPA funds; Wage increase & bonus, garage concrete, garage painting, town hall LED lights, town hall steel double door , road groomer, tree cutting right away, Danish cemetery upgrade, Padre Pio road upgrade, & 23rd St W culvert due to frost boil, seconded by Schumer and carried aye-3. SELECT ROADS TO BE DONE FOR THE MAY 9 BID OPENING AND THE TRIP PROJECT: Motion by Schumer to approve the roads for seal coating: Murmuring Pines, East Bay Dr, Bills Ln, Geller Dr, 17th St West, 23rd St West, 25th St West, Padre Pio, & 28th St west LRIP project, seconded by Hodal and carried aye-3. TEST YOUR INTERNET SPEED FOR BROADBAND POSSIBLE GRANT: We gave out flyer. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, MAY 9, 2022 AT 6:30 PM TOWN ELECTOR ANNUAL MEETING TUESDAY APRIL 19, 2022 AT 7:00PM: ADJOURNMENT: Motion by Schumer to adjourn at 8:10 pm, seconded by Hodal and carried aye-3.
