MONDAY, OCTOBER 9, 2023 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Sept Checks # 17213 - 17217 Oct Checks # 17218 - 17244 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 9 residents, and one non-resident. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS* Ann Sperandio brought a 3 page list of names for crossing gates & lights at 22n St W RR crossing due to the curve in track, not enough clearance to see for fast trains and they need to blow whistles more, need to check on federal & stste aid. The county is seeking a grant for Johnnie Lee clean up. APPROVAL OF THE MINUTES: Motion by Schumer to approve the September 11, 2023 Regular Town Board Meeting & October 2, 2023 Special Budget Workshop, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s September 31, 2023 report as presented, seconded by Schumer and carried aye-3. ROAD SUPERVISOR REPORT: Mowing done, batwing mower & tractor ready for spring, road grading continues, fire # signs up, and will be mixing salt/sand. CONSTABLE REPORT: Seven incidents, property checks, dogs at large, 22nd St RR crossing, & welfare check. VARIANCE FOR A 1977 MOBILE HOME FOR CAROL GILLESIPE AT W5229 AROMA LANE: Motion by Hodal to approve the variance of the 1977 mobile home for Carol Gillespie for W5229 Aroma Lane, contingent on building inspector approval, seconded by Schumer and carried aye-3. OPERATOR LICENSE FOR BRIANNA JAEGER-SELLE T ROADHOUSE FOR 2023- 2025: Motion by Schumer to approve the operator license for Brianna Jaeger-Selle at Roadhouse for 2023-2025, seconded by Hodal and carried aye-3. SAFETY OF RR CROSSING ON 22ND STREET WEST: Discussed in public comments. 2024 5- YEAR MAUSTON AREA AMBULANCE ASSOCIATION CONTRACT WITH CAPITAL BUY-IN: Motion by Schumer to approve the Capital Buy In with MAAA Mauston Area Ambulance Association our portion is $104,917.00, seconded by Hodal and carried aye-3. APPROVE PROPOSED 2024 BUDGET SUMMARY FOR PAPER & BUDGET HEARING: Motion by Hodal to approve the corrected budget summary for the paper & posting, seconded by Schumer and carried aye-3. SET BUDGET HEARING DATE & SPECIAL ELECTOR MEETING DATE TO APPROVE THE LEVY/BUDGET: The date for the Public Hearing for the 2024 budget is Monday November 20, 2023 at &:00 pm with the Special Elector meeting following to approve the 2023 levy & 2024 budget. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH AT 6:30 PM, WILL BE CHANGED DUE TO CONFLICT WITH 2 BOARD MEMBERS: New date set for the November Town Board meeting is now Monday November 20, 2023 at 6:30 PM.
