1 MONDAY, MAY 8, 2023 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Apr Checks # 17038 - 17041 May Checks # 17042 - 17071 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:31 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, and Constable Jack Jasinski Sr. Also present were 8 residents, including Harvey Fields, and 8 non-residents including Juneau County Officers Jean Schultz-Health, Jeremy Bonikowske-Emergency Mgt, Dustin Ladd-Land & water, Brian Loyd-land, Forests & Parks, State of WI Health-Curtis Hedman, WI DNR Dan Werner & Matt Thompson. Absent was Road Supervisor Leo Schultz. ACCEPTANCE OF AGENDA: Motion by Hodal to accept agenda as presented, seconded by Schumer and carried aye-3. PUBLIC COMMENTS*: Should talk to town attorney & Kurtz & Marklein about the fire issues. Need to look into April Annual meeting motion of ordinances for clean up & junk vehicles and trash. APPROVAL OF THE MINUTES: Motion by Schumer to approve the April 10, 2023 Regular Town Board Meeting, seconded by Hodal and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Hodal to approve the Treasurer’s April 30, 2023 report as presented, seconded by Schumer and carried aye-3. ROAD SUPERVISOR REPORT: Gravel work on 27th St W is complete and all other gravel work done for year. Have been doing shoulder work and grading, also brushing & cutting trees. We have been patching roads and ordered 66 tons of patch. We have been cleaning up dirt work from plowing and general maintenance on equipment. CONSTABLE REPORT: 5 incidents: complaints of fireworks, tree cutting and garbage along road, assistance with April 12, 2023 fire. Also checked for water over the roads. 2 PRESENTATION FROM JEAN SCHULTZ JUNEAU COUNTY HEALTH OFFICER ABOUT APRIL 12, 2023 FIRE UPDATE: Discussion of the April 12, 2023 fire called the Johnnie Lee Junk Yard Fire by the Juneau County Officers Jean Schultz-Health, Jeremy Bonikowske-Emergency Mgt, Dustin Ladd-Land & water, Brian Loyd-land, Forests & Parks, and State of WI Health-Curtis Hedman, and WI DNR Dan Werner & Matt Thompson. It was an 87 acres fire with no lost residential structures or injury. Johnnie Lee has passed and county taking step to take it for back taxes. Water & soil samples taken no results yet, but are having close by residents use bottle water which is at Town Hall. The county is looking into grant for the cleanup. These officials will keep us informed. ADD NEW TOWN CHAIRMAN SCOTT DARNELL AS A SIGNER AT BANK OF MAUSTON AND REMOVE TERRY TAFT: Motion by Hodal to approve the new Chairman Scott Darnell as a signer at the Bank of Mauston for all Town of Necedah accounts, and remove Terry Taft from all Town of Necedah accounts , seconded by Schumer and carried aye-3. APPROVE A VARIANCE FOR PARCEL # 290281260 JENNIE STEEN TO BE SPLIT HORIZONTAL VS. VERTICAL AND CREATE TWO PARCELS: This parcel has two houses on it now as one parcel. Motion by Schumer to approve splitting parcel # 290281260 into 2 horizontal parcels (one 2.0 acres and the other .04 less than 2 acres with this variance), seconded by Hodal and carried aye-3. CAMP DOUGLAS AMBULANCE 2024 CONTRACT: Tabled CHAMBER OF COMMERCE SIGN: Tabled NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, JUNE 12, 2023 at 6:30pm OPEN BOOK TUESDAY MAY 23, 2023 AT NOON TO 2:00PM AT TOWN HALL WITH ASSESSOR BOARD OF REVIEW TUESDAY MAY 30, 2023 AT 2:00 TO 4:00PM AT TOWN HALL WITH TOWN BOARD ADJOURNMENT: Motion by Schumer to adjourn at 7:40 pm, seconded by Hodal and carried aye-3.
