1 MONDAY, FEBRUARY 13, 2023 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Jan Checks # 16905 - 16914 Feb Checks # 16915 - 16957 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:35pm, by Chairman Terry Taft, after check payment review. ROLL CALL: Those present were: Chairman Terry Taft, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheri Barnharst, Road Supervisor Leo Schultz and Constable Jack Jasinski Sr. Also present were 11 residents, and 2 non- residents, James Smith III, & Brett Davies. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. PUBLIC COMMENTS*: Questions about the LRIP program, also the 23rd St W bridge if can get grant money for that. APPROVAL OF THE MINUTES: Motion by Hodal to approve the January 9, 2023 Regular Town Board Meeting, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s January 31, 2022 report as presented, seconded by Hodal and carried aye- 3. ROAD SUPERVISOR REPORT: Right away cutting on 25th St gravel 1,000 ft for nothing, brushing on 12th Ave done by county nice, price of granite gravel vs. limestone, JD touch screen replaced, 4 new ceiling fan installed at garage, more brushing and tree clean up from Dec 15th storm & mixed more sand/salt to ratio of 8 to 1. CONSTABLE REPORT: Complaint of homeowner plowing across road & a car accident. APPROVE 6 POLL WORKERS SPLIT SHIFT FOR FEBRUARY 21, 2023: Motion by Hodal to approve 6 poll workers split shift for Feb 21, 2023 primary election, seconded by Schumer and carried aye-3. APPROVE VICKI WOECKENER AS POLL WORKER FOR 2022-2023: Motion by Hodal to approve Vicki Woeckener as a poll worker for 2022-2023, seconded by Schumer and carried aye-3. 2 APPROVE OPERATORS LICENSES FOR: KALEIGH DALLMAN, JAMES FURAN & TROY SMITH AT BIG FRANKS INC: Motion by Hodal to approve three operator licenses, Kaleigh Dallman, James Furan, & Troy Smith for 2022-2024 at Big Franks, seconded by Schumer and carried aye-3. THEE STAR ROUTE PROPERTY LAND ISSUE: Parcel # 290280494 for 5.9 acres and has commercial bar and motel and also has a house and garage all on one parcel and wants to subdivide. Motion by Hodal to approve the subdivision of the 5.9 acres of parcel # 290280494 Thee Star Route to become 3 new lots/parcels; Lot 1 campground area roughly 3.5 acres, Lot 2 minimum 2 acres with the existing structures of house and garage, and commercial motel, Lot 3 a variance for the roughly .5 area for the existing commercial bar, seconded by Schumer and carried aye-3. COUNTY RD G & 18TH AVE SIGN DISTANCE: Check with county about sign not ours. COMMERCIAL BUILDING & COMMERCIAL ELECTRICAL PERMITS BY GEC: No discussion and information not received. SELECT ROADS TO BE DONE FOR 2023 ROAD WORK & BID OPENING DATE SET: Roads for the $140,000.00 budget amount are Leisure Ln, 11th Ave, 18th Ave, 16th Ave, 25th St W, 23rd St W, Siegler Ct, Aroma Ln, T-Ln, &19th St W. Roads that should also be done have an estimate cost of $61,000.00 are: 17th St W, 10th Ave, 18th St W, & Rural Estates. Motion by Schumer to approve the list of roads for 2023 estimated amount of $140,250.00 and to approve the roads on the additional road list estimated for $61,000.00 and take the money from the road reserve fund in amount of $75,000.00, seconded by Hodal and carried aye-3. PRIVATE ROADS: No discussion NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, March 13, 2023 at 6:30pm: ADJOURNMENT: Motion by Schumer to adjourn at 7:50 pm, seconded by Hodal and carried aye-3.
