A special meeting of the Common Council of the City of Shullsburg was held August 26, 2026 in the

Wisconsin. Mayor Dan Morrissey called the meeting to order at 5:00 p.m. Notice of the meeting was posted at

Bailie, Bart Nies, Andy Foley and Janelle Schumacher.
Badger Park & Museum Improvement Project Bid Awards – Bart Nies of Delta 3 Engineering
presented the Council with bids for review. Contract #1 for Utility & Site Construction had two bids; one from
Owen’s Excavating for $1,365,148.27 and one from Meise Construction for $1,952,214.00. Contract #2 for
Athletic Field Lighting had two bids; one from MZ Construction for $395,000, one from Gronen Restoration for
$366,000 and one from Tricon General Construction for $370,000. Contract #3 for Building Construction had
three options for cost – one with no alternates, one with base alternates and one with all alternates. Contract #3
with Base Alternates had three bids; one from MZ Construction for $2,436,000, one from Gronen Restoration
for $2,276,000 and one from Tricon General Construction for $2,574,000. Nies commented that putting the
project out for rebid resulted in a decrease of approximately $500,000. The Council discussed the differences in
Contract #3 with Base Alternates and All Alternates. Joe Bailie confirmed that the additional alternates included
making renovations to the exterior of the bathrooms, shelter houses and pavilions to match the look of the new
museum building. The Council discussed the process for securing in-kind donations once the sub-contractors
had been confirmed. Wedige asked about a start date and it was expected to be 2-3 weeks after the contracts
were signed. Morrissey asked about the completion dates. Nies confirmed that sod would be laid by May 14th,
with all other components being finished by June 11th. There would be a $2000 per day penalty for extending
beyond the completion date. Ben Rakestraw and Matt Anderson were present from Gronen Restoration.
Morrissey asked them what projects they have completed similar to this. They reported having worked on the
Field of Dreams recent renovations, the Galena History Museum and Simmons Pet Food. The Council had
further discussion about the storm sewer, the round house and whether or not rock blasting would be needed on
the North side of the ball field. Reilly asked if anything could be taken out; Nies explained the change order
process, noting that change orders can be done as long as that specific work hasn’t been done. Motion by Reilly
second by Wedige to award the bid for Contract #1 to Owens Excavating in the amount of $1,365148.27. All
aye, motion carried.
Motion by Wiegel second by Reilly to award the bid for Contract #2 to Gronen Restoration in the
amount of $366,000. All aye, motion carried.
Motion by Wedige second by Reilly to award the bid for Contract #3 with all the alternates, which was
$2,814,700. There was additional discussion about the implications, differences and details between the base
alternates and additional alternates. Nies clarified the alternates should be decided on as soon as possible, but
could be done through change orders as the project progresses. Wiegel commented that each alternate needs to
be looked at and discussed before a final decision is made. Morrissey called for a roll call vote; Mulcahy – no,
Reilly – no, Wedige – no, Wiegel – no.
There was further discussion about how to move forward in making a decision about the alternates. Nies
recommended they approve the alternates and schedule another meeting to decide if any should be removed or
changed. Motion by Reilly second by Wedige to award the bid for Contract #3 with All Alternates in the amount
of $2,814,700 to Gronen Restoration, which was the low bid for that option. All aye, motion carried.
The Council confirmed a meeting would be set the following Monday, August 31st to review the
alternates and make possible changes.
