Badger Park & Museum Improvement Construction Bids – Bart Nies and Joe Bailie from Delta 3
Engineering addressed the Council and presented Construction bids received for the Badger Park and Museum
projects. Nies explained that 28 contractors took out plans, but only 3 returned bids. There were three contracts
to be bid on. Fischer Excavating, Inc from Freeport IL and H. James & Sons, Inc from Fennimore WI bid on
contract #1 in the amounts of $1,547,443 and $1,576, 906. Tricon General Construction from Dubuque, IA bid
on Contracts #2 & #3 in the amounts of $380,000 and $2,598,000. The Council discussed rejecting all bids and
re-bid the project soon. Nies discussed the ramifications and the timing of the project and the bid process.
Pushing the start date back would mean using sod instead of grass seed to ensure the field was ready in 2027.
The current bid proposal has a deadline in early October to have grass seed planted. This deadline would need
to be removed. They discussed reducing costs through change orders after the bids are accepted. They also
discussed receipt of an expected grant from the National Park Service and how the delay of the grant could
affect the start of the project, or if the project can be started without the grant award. There was further
discussion about the timeline of the project if it was re-bid. Nies suggested removing the October deadline for
grass seed, changing the bid to use sod and set a new projected bid award date of August 26th. Motion by Reilly
second by Wedige to reject all bids and re-bid the project with an August 26th bid opening date. All aye, motion
carried.
Pay App #1 for JI Construction – Delta 3 presented the Council with the first pay application for the
street and infrastructure project that was started earlier in the month. The amount of the pay app to JI
Construction was $190,726. Motion by Reilly second by Wiegel to approve Pay App #1 for JI Construction. All
aye, motion carried.
At 6:14 p.m. a motion was made by Reilly second by Mulcahy to adjourn. All aye, motion carried.
