Common Council Minutes – April 1, 2026 Clerk’s Initials _________ COMMON COUNCIL MINUTES APRIL 1, 2026 A special meeting of the Common Council of the City of Shullsburg was held April 1, 2026 in the Community Room of the Shullsburg Community Townsend Center, 190 N. Judgement Street, Shullsburg, Wisconsin. Mayor Verne Jackson called the meeting to order at 5:05 p.m. Notice of the meeting was posted at the Townsend Center, Shullsburg Post Office and Turpin’s Home Town Grocery. Roll Call- Emmett Reilly, Dan Morrissey, Cheryl Mulcahy, Duane Wedige – Present; Others present- Adam Krebs, Bart Nies, Joe Bailie, Jason Weiskircher, Jen Detra and Janelle Schumacher. Pledge of Allegiance Public Comment – None Badger Mine & Museum Building Design Review – Bart Nies and Joe Bailie from Delta 3 Engineering presented plans for a new museum building proposed to be built in Badger Park. Bailie explained these plans will be submitted to the State of Wisconsin for the permitting process review. Key changes since the last meeting included the addition of a door for emergency exists and the HVAC room being larger to accommodate the sound system and electrical panel for the park. There was discussion regarding the front patio, being that no seating will be added to the patio because the building is on the threshold of needing to install a sprinkler system, and additional seating would push it over the threshold. The group discussed various finishes on the interior of the museum. Bailie confirmed there would be one flight of stairs to access the mine entrance, and the room would be visible through windows from the inside and outside of the building. They discussed door types including a store-front type door on the front and metal doors on the bathrooms. The quantity of windows was discussed and it was decided to remove one window in front and remove three from the south side. Reilly asked about any requirement to notify neighbors of the project, but Nies confirmed none is required. Nies did ask about accent lighting and whether that would affect the neighbors. There was further discussion about the mine entrance landing area and the design of that room. Bailie explained the HVAC system they recommend would be a ground unit possibly on the southeast side of the building. They discussed concession stand finishes, including PVC panel on the wall for easily cleaning. Morrissey suggested a mini split in the concession stand for heating and cooling in the spring and fall. Weiskircher asked if there was a space near the concession stand for grilling and the group discussed a concrete pad on the east side of the concession stand and a pass-through window into the concession stand as well. Bailie confirmed other construction details such as the building design being stud construction. They discussed water service to the building and he confirmed there would be a mop basin for cleaning. They also briefly discussed toilet types and agreed on pressure assist toilets. They discussed using a no-salt water softener and having some drainage in the hallway to the restrooms. Bailie confirmed having a hose-bib on each side of the building for outdoor water access. The group discussed a keyless entry system at the museum for various doors that needed access by different people, including the concession stand. Delta 3 will note to include keyless entry in the bid package. There was discussion regarding overall park electrical power needs for various areas and events and whether access needs to be available throughout the field on the light poles. Three light poles will have 50amp power. The group also discussed the electrical panels in the shelter houses, but this will be added to a park committee meeting. Bart Nies confirmed the schedule of submitting the museum plan to the State of Wisconsin for approval in April, getting final City Council approval in May and potentially putting it out to bid in June and approving the bid awards at the June Council meeting. He confirmed that the city is waiting for a grant award from the DNR before the park project can start construction. No action was taken. Special Event Permit Application – Motion by Reilly second by Mulcahy to approve the Special Event Permit Application submitted by Grindstone Pub for May 30, June 13, June 27, July 11, July 18, August 8 and August 22, 2026. All aye, motion carried. City Website Proposals – The Council discussed three proposals for a new municipal website; one from Revize, one from CivicPlus and one from TownWeb. Clerk Schumacher recommends TownWeb based on recommendations from Darlington and Benton, as well as based on the cost of a five-year agreement for $2000 each year. The company will move current data from the existing website and will be ADA compliant with upcoming changes to website accessibility requirements. Additionally, there will be a notification feature so residents can sign- up to receive different types of notifications. The Council also discussed the cost and which departments would pay for the website and decided on the library, city, and the utilities. Motion by Reilly second by Morrissey to approve the new website proposal from TownWeb. All aye, motion carried. Common Council Minutes – April 1, 2026 Clerk’s Initials _________ At 6:58 p.m. a motion was made by Reilly second by Wedige to adjourn. All aye, motion carried. Janelle Schumacher, Clerk/Treasurer
