Public Comment – None Tie Yard Parking Lot Reconstruction – Mark Doyle from Delta 3 Engineering presented plans for reconstruction of the Tie Yard parking lot. The Council reviewed options for straight parking stalls and angled parking stalls. Angled parking stalls would result in having one-way traffic through the lot, as well as fewer parking spots. The Council discussed contacting abutting property owners to discuss paving the area behind the businesses at the same time the project is being done. Alderman Wedige offered to contact those property owners to discuss. Reilly commented that he likes the 90-degree angle parking stalls. Doyle asked about size of the stalls and recommended 10’x 20’ stalls. Doyle confirmed with the group there would be no EV charging station based on past discussions. Doyle recommended adding curb on the west side of the parking lot, where there is currently no curb, stating this will help with overall drainage in the area. Doyle also brought a price estimate to include reconstruction of the portion of Mineral Street that runs along the parking lot, due to its deteriorated condition. Doyle also recommended replacing the Storm Sewer that runs underneath the parking lot with a larger size due to the amount of drainage that occurs to that area. Morrissey asked what diameter the storm sewer pipe would be. Doyle confirmed 24”. There was additional discussion about needing to increase the size based on drainage from Parkview Subdivision and additional drainage from Badger Park to that area. Doyle believes 24” is sufficient based on the engineering calculations, but he will get a price to increase it to 30”. The addition of the Mineral Street reconstruction, Mineral Street curb and gutter and the storm sewer upsize has a proposed cost of $83,650 with the total Tie Yard Lot reconstruction project estimated at $315,250.
