CITY OF SHULLSBURG
PLAN COMMISSION MEETING MINUTES
A Plan Commission meeting was held October 29, 2025 in the Community Room of the Shullsburg
Community Townsend Center, 190 N. Judgement Street, Shullsburg, Wisconsin. Cheryl Mulcahy called the
meeting to order at 5:00 p.m. Notice of the meeting was posted in the following locations: Shullsburg
Community Townsend Center, Shullsburg Post Office, and Turpin’s Home Town Grocery. Roll Call – Laurel
Hartung, Dan Spillane, Jeff Russell, Emmett Reilly – Present; Carl Ballard, Verne Jackson – Not Present.
Others present - Janelle Schumacher.
Motion by Reilly second by Hartung to approve the minutes of the October 8, 2025 meeting. All aye,
motion carried.
Certified Survey Map of Parcel 281.0493.2200 – The Commission considered a Certified Survey Map
presented from the Lafayette County Housing Authority to be used to dedicate a portion of their property
located at 208 Hellers Court to the City of Shullsburg for public street purposes. The area of the property in
question is a 25’ wide section of pavement on the West side of the parking lot that runs from Monroe Street to
Heller Court. Reilly explained the City has been maintaining that described portion of the property as a street
for many years and further explained this is a crucial action to take before the property is sold in order to keep a
street available for public access to Hellers Court and the surrounding properties. Reilly further explained the
CSM will be reviewed and approved by the County Board and after review with the Plan Commission, it will be
on the November 19th City Council meeting. Motion by Reilly second by Spillane to move to recommend
approval of the Certified Survey Map to the Council meeting agenda. All aye, motion carried.
Ordinance No 327 – Amending the Zoning Map – The Commission discussed a request to rezone a
property for the Lafayette County Housing Authority located at 4900 CTH U in Shullsburg. The property is
currently zoned as R-5 Multi Family Residential and the request is to rezone to PUD – Planned Unit
Development. Reilly discussed the updates on the requirements for the PUD and the phases of the planned
project that would benefit from the property being zoned PUD, such as allowing for duplexes in addition to
apartments. This change requires a public hearing and notice mailed to property owners whose property is
abutting to the parcel. Motion by Reilly second by Hartung to recommend to the Council to approve Ordinance
No 327 Amending the Zoning Map to Rezone Parcel 281.0590.1000 from R-5 Multi Family Residential to PUD
Planned Unit Development. All aye, motion carried.
Public Comment - None
At 5:18 p.m. a motion was made by Russell second by Hartung to adjourn. All aye, motion carried.
Janelle Schumacher, City Clerk
