Roll Call- Emmett Reilly, Dan Morrissey, Cheryl Mulcahy, Duane Wedige – Present; Others present- Jodi Sweeney, Tom Lethlean, Bart Nies, Joe Bailie, Wayne Gehrt, Teri Woodworth, Stan Woodworth, Andy Foley, Darrell Morrissey, Pam Paquette, Tyson Morrissey and Janelle Schumacher. Pledge of Allegiance Public Comment – None Badger Park Fundraising Report – Jodi Sweeney addressed the Council and gave an update on the status of the Badger Park Fundraising Campaign, stating just under one million dollars has been raised to date. A press release will go out to the public tomorrow, as well as additional publicity through social media. The 100 Extraordinary Women portion of the campaign is making progress as well. Lethlean posed a question about the cost being raised towards a new concession stand and whether the information presented in the fundraising information is accurate. He noted that costs had been originally been estimated at $225,000 for a renovated concession stand and asked if that was still being considered. Morrissey confirmed they are still looking at cost estimates and different plan options and would be hearing from Delta 3 on suggestions later in the agenda. Final Plans & Cost Estimate for Badger Park Renovation Project – Bart Nies of Delta 3 Engineering presented the Council with an overview sketch of the park project as well as an opinion of probable cost that included storm sewer repairs, water improvements, walking path improvements and additions, field surface and drainage repairs, field fencing, new dugouts, new scoreboard and sound system, new stadium lights, new electrical work, rock wall rehabilitation, a new entrance sign, concession stand alterations and museum restroom alterations. These costs were approximated at $1,558,000. He included three alterative cost options to replace the outdoor screens at the west restrooms, repair the East Shelter House interior, including new windows and HVAC, and making improvements to the round house. These inclusions would add $98,000 to the project. Joe Bailie discussed the potential renovations to the West Shelter house to better accommodate a concession stand. Morrissey questioned the size of the storage that would be included with the dugouts. Nies confirmed it would be 24’x12’. Mulcahy questioned whether the walking path would still be continued past the swimming pool on the East side. Nies stated it would and that it was probably a layer not being shown on printed map they are viewing. Nies then asked the Council if they want to reconsider the concession stand concept, given the situation at the museum. The idea of adding a concession stand at the museum was previously discussed, but then disregarded because of space limitations. Morrissey confirmed that the Council should consider using the museum building in a new way given the work that needs to be done on it because of the fire. Morrissey also asked Delta 3 to confirm what improvements would be made to the Shelter Houses. Bailie confirmed it would be coating over the concrete floors, new windows, heating and cooling. Morrissey also suggested ceiling fans under the overhang of the shelters and asked Bailie to add that into a future cost estimate. Nies notified the Council that he’s looking for direction on how to move forward. He stated that he believes they have collectively agreed they need to continue to look at concession stand options and further discuss the possible use of the museum building. He will return later in October with additional information regarding a concession stand. If they approve moving forward with this scope of work, he would return in January with final plans to approve. Motion by Morrissey second by Wedige to approve the preliminary design, project layout and opinion of probable costs including A-1, A-2, and A-3 for the Badger Park renovation project. Common Council Minutes – September 24, 2025 Clerk’s Initials _________ Tie Yard Probable Costs – Nies discussed an opinion of probable costs for repairs needed at the Tie Yard Parking Lot. He commented that the Council could choose to bid the project out at the same time as the SE quadrant infrastructure improvements being planned for 2026 to save some money on the project. Reilly questioned whether the costs included an EV charging station and Nies confirmed the cost for that is $17,500. Nies also confirmed there will be additional costs for the project for the Electric Utility to complete their portion of the project. Motion by Reilly second by Wedige to approve complete the Tie Yard Lot Parking project in 2026. All aye, motion carried. A special meeting will need to be scheduled to discuss potential estimates for moving forward with mitigation. Judgement Street Work – Morrissey updated the Council on storm water and street work needed on Judgement Street related to the Highway 11 bridge project.
