PROCEEDINGS - VILLAGE OF ARGYLE - MONTHLY MEETING June 3rd, 2026 The regular monthly meeting of the Argyle Village Board was called to order by President Joe Schutte on June 3rd, 2026 at 7:00 pm in the Argyle Community Center located at 321 E Milwaukee Street. Roll call was taken with Hinojosa and King absent. Proper posting of the meeting was acknowledged. Helfvogt made a motion for approval of the minutes, Rossing seconded, motion carried. Clerk Flannery suggested agenda changes to table New Business D WWTP Upgrades and add B ATV/UTV changes at the county. Helfvogt made a motion to amend and approve the agenda, Ploessl seconded, motion carried. APPOINTMENTS President Schutte appointed Vicki Tollakson to the Library Board. Ploessl motioned to approve the appointment, Rossing seconded, motion carried. CITIZEN COMMENT None. OLD BUSINESS Andy Kurtz from Vierbicher appeared by phone call to give an update on the daycare project. Amendment No. 1-2026 modified the project completion date because of licensing deadline requirements needed for the daycare, but was not long enough to obtain certain licensing. Amendment No. 2-2026 was presented and will allow them to have a longer deadline by giving them until November instead of end of August to finish and get the licensing. This will also allow them to purchase the parcel back to develop a parking lot. Ploessl motioned to approve amendment No. 2-2026, Monahan seconded, motion carried. RBS Offer to Purchase Lot 2 of the CSM 1101-Vierbicher was presented for RBS Properties and Management to purchase the daycare parking lot. The parking lot was originally split from the daycare; the Village was going to complete this so they could gain more parking. The Village obtained more parking with the purchase of the property at 321 E Milwaukee Street and was interested in selling the parking lot back. The Ritschards were interested in purchasing the lot back to complete on their own. They will likely go through a parcel combination process to put the parking lot and the daycare back into one parcel for tax purposes. Monahan motioned to approve, Helfvogt seconded, motion carried. Resolution 3-2026 for the sale of the public property to RBS for the sum of $1 with the Village paying the closing costs was presented. Easements are already recorded in the CSM for the parking lot property. Helfvogt motioned to approve the sale, Ploessl seconded, motion carried. Clerk Flannery presented an update on the Lead Service Line loan; the Village is on the project priority list and the state is processing documents currently. President Schutte and Clerk Flannery met with village attorneys regarding the property at 811 Monroe Street. Once approved, a stop-work notice may be issued or follow up with law enforcement may be required as the building permits are expired. The village attorney will reach out to the River Street property owner regarding a building permit for a shed to create further improvements for a specialized camping facility, which may fall under short-term rentals. This property is located in the floodplain, and an evacuation plan will be needed. Schutte stated he will schedule with the property owners for discussion. Parking rules were discussed for the new Village parking lot attached to the 321 E Milwaukee Street former bank building. Signage will need to be ordered to convey the rules to residents and visitors. 24-hour parking and winter parking rules were talked about as possible options. Chief Saalsaa suggested maybe looking into colored parking lines to indicate library only parking or 24-hour parking areas. President Schutte stated that there are many ordinances that need to be investigated to ensure that they are properly enforceable. Helfvogt mentioned she would like to see the addition of a cross-walk in the parking lot at the park to get from the ball field to the park safely. The absence of mud volleyball sparked an idea for a dog park or off-leash area in the far west area in the legion park. Deputy Clerk McGuire stated she can reach out to her DNR contact for the park to see if they allow this in the wetland and floodplain area. She stated that we could reach out to other small communities to see how they handle their dog parks to properly enforce cleaning and conduct. NEW BUSINESS The Compliance Maintenance Annual Report was presented by wastewater treatment plant Operator Johnson. Most areas the village rated very well in, however the influent flow category rated poorly due to excess water coming in. He stated televising and jetting that was previously board approved will help this rating. Phosphorus is a known issue that received an F and it is currently being worked on with Town and Country Engineering. Resolution 4-2026 for the CMAR was presented, reviewed and no action is necessary at this time on the plan. A roll call vote for Resolution 4-2026 for Compliance Maintenance Annual Report was taken with no opposition; the resolution was approved. Johnson also stated he has a quote for $2,889.17 to set up clean water lubrication for all 6 pumps to provide clean water rather than using recycled water for lubrication which will help extend the life of the pumps. Helfvogt motioned to approve, Ploessl seconded, motion carried. A boil water notice was not required, but the DNR stated it would be a good gesture for safety. Helfvogt stated that the Facebook updates provided transparency and she received positive feedback. Volunteers Garry Rossing, Halie Helfvogt, Penny Monahan, Vee Schutte, Allison Thompson, and Leaf Kyrie helped hand out flyers to all residents notifying them of the boil water notice and received thank-you cards with a gift card. Cases of water were provided at the new community center building for all residents as well. A possible cause of the break is a failed pressure relief valve which is only used once every 10 years for the water tower’s required inspection. Another pressure relief valve was able to be used to complete the repair after the main was fixed. Johnson stated they are very expensive, however Wisconsin Rural Water can lend them out for future needs. The 275 water main valves in the village are all being operated to ensure proper use after the main broke during a water tower repair. The current ordinance for camping in the village of Argyle states residents may stay up to 180 consecutive days with a minimum break of 24 hours. A proposed change to this would lower the maximum consecutive days to 14 with a 48-hour break period minimum. Monahan suggested changing the maximum to 21 days with the 48-hour minimum break period, Ploessl seconded, motion carried. A roll-call vote was taken for the amendment of the changes: Helfvogt - no, Monahan - yes, Rossing - yes, Ploessl - yes. This will be on the agenda at the July meeting. Licenses were presented for Class B Beer and Liquor for The Legacy of Argyle, Corner Pub & Deli, Good Fellas Tavern, and Sportz Page Bar and Grill and for Class A Beer and Liquor for Blanchardville Co-op Oil Association. Ploessl motioned to approve, Monahan seconded, motion carried. Operator Licenses were presented for William Severson, Diane Garrison, Tracy Hagen, Larry Kraus, Todd TJ Wirtz, Jakob Ploessl, Carrie Johnson, Camie Peterson, Kyleah Mick, Chloe Schraepfer, Charles Bredeson, Rebecca Vamstad, Breann Flannery, Alexandria Carter, Shealyn Kloserman-Havens, Kimberly Pink, Tonia Kastner, Laurie Peterson, Robin Schuetz, Cristi Stietz, Jordan Patterson, TJ Rugger, Chris Holcomb, Mason Holcomb, Loretta Webster, Jenny Leopold, Samantha Masseur, Amber Corning, Nathan Schlafli, Tina Ritschard, Bryan Ritschard, Melissa Rufener, Brent Ritschard, and Brenda Washa. Ploessl motioned to approve all operators that pass their background checks, Monahan seconded, motion carried. A Cigarette, Tobacco and Electronic Vaping License was presented for Blanchardville Co-op Oil Association. Ploessl motioned to approve, Monahan seconded, motion carried. The school rental agreement was presented for rental of the park. This agreement has a two year term with a cost of $7,500.00 per year for the rental of the park from the Village for the school. The agreement terms were clarified this year to be easier to understand and be clear to all parties. Helfvogt motioned to approve the rental agreement, Ploessl seconded, motion carried. The current community building located at 401 E Milwaukee Street will be renamed to the Argyle Government Building to clarify between the new building located at 321 E Milwaukee Street, the former First National Bank & Trust Building, which will be named the Argyle Community Center. The Argyle Government Building will remain home to the Clerk’s Office and Argyle Police Department. Helfvogt motioned to approve, Monahan seconded, motion carried. The village received the 2026 Recycling Grant from the DNR in the sum of $4,664.08 for the recycling program. Currently the village does not have a Weed Commissioner to follow through with ordinance violations regarding lawn maintenance. Charles “Vee” Schutte appeared at the meeting with interest in this position. This will allow the village to have clear communication with residents, notify of issues, and abate property and enforce the village ordinances if needed. Helfvogt motioned to appoint Charles Schutte, Ploessl seconded, motion carried. A roll-call vote was taken with President Schutte abstaining; all present voted in favor. President Schutte proposed to the board that the Village Clerk’s Office is currently open to the public more hours than most other municipalities. He suggested closing the office to the public on Thursdays to allow the Clerk and Deputy Clerk to catch up on paperwork and complete tasks without interruption. Helfvogt mentioned that phone calls should still be screened for importance or emergency, and emails should still be answered. Schutte stated that at a League of Municipalities conference, almost no other municipalities’ offices were open 40 hours per week to the public. Helfvogt motioned to close the Clerk’s Office to the public on Thursdays, Ploessl seconded, motion carried. COMMITTEE BUSINESS A quote was received from Erickson Siding for $2,900.00 to replace siding on the corner of the softball press box, baseball concession stand, and storage buildings which all have damage to their siding. The scoreboard on the second softball field has been replaced as the previous sign was not operating properly anymore and was not repairable. Park and recreation coordinator Slater is currently looking for a sponsor to offset the cost. Clerk Flannery spoke with the League Municipal Insurance to ensure that the playground equipment installed will be fully covered. A community-build supervisor will be provided while the equipment is being installed to ensure proper installation and handle project management. The village complaint reporting procedure was explained to ensure that the board and law enforcement can properly follow up on incidents. Residents who wish to file a complaint to the village board or an official police complaint are asked to do so in written format with who, what, and where to create an official record to ensure that issues can be followed up on. Describing how the situation originated, providing photographs and videos, and other supporting documents also help to ensure proper follow-up. The form will be available on the village website, argylewi.gov, and physical forms are also available outside the clerk’s office. Facebook and online comments are not actionable as they are a public forum, so residents are urged to properly file complaints. Chief Saalsaa has applied for a grant through the state to replace the current drug-drop box to get a new relocated box at the police department. Proposed speed display sign locations were mapped out to meet criteria for installation listing school zones and crash criteria to provide to the DOT as they require a permit for these signs. COMMUNITY DEVELOPMENT The board received a request from Jerry Gerber and the American Legion to allow a fifth-wheel at the park for the crew that will be coming in July from Florida to paint the airplane. They have requested access to water and an electric hookup. Helfvogt motioned to approve, Ploessl seconded, motion carried. Garage sale weekend is the 11th, 12th, and 13th. The first Open Market of the season will be this same weekend on the 13th in downtown Argyle. The Class of 2028 will be selling brats and cheese curds for their post prom fundraiser. Argyle’s 86th Fish Fry will be on Saturday the 27th starting at 3:30PM. A children’s area and market will also be hosted downtown. PRESIDENT BUSINESS The payroll report for May overtime paid to full-time employees was presented as follows: Johnson – 3.27 hours, Koch – 2.75 hours, Falsey – 1.60 hours, Flannery – 6.28 hours, Saalsaa – 3.38 hours, all board members signed off and approved. The outdoor recreation and comprehensive plan will be updated at the July meeting with drafts being posted online for public comment shortly. These updates will be brought to the plan commission before coming before the village board. The County Board of Supervisors on May 19th suspended the rules and passed a new ordinance on the ATV/UTV routes. Chapter 8 section 2- 2.5(E) states that individuals must be certain ages to operate on a designated route that is a detour for a closure on the Cheese County Trail and Pec Trail during road work.
