The regular board meeting of the Benton Village Board was called to order by Village Trustee, Jill Knight,
at 6:30 p.m. in the conference room of the Benton Business Incubator Building at 244 Ridge Avenue on
Wednesday, September 21, 2022.
In compliance with the open meeting law, proper notice of the meeting had been posted in four public
places; the Zephyr Depot, Benton State Bank, Benton Post Office, and the Benton Business Incubator
Building.
Motion (Farrey, Perkins) to approve the minutes from the regular Village board meeting held on August 17,
2022. Voice-all ayes. Carried
Officer Hammill presented the monthly police report. Speeding around the school is an ongoing concern
and Officer Hammill has been monitoring the area but would like to see lights around the speed signs. He
has also been helping serve school lunch and interacting with the children once a week. Evidence lockers
were purchased and installed in the police department. SWAT training starts next week on September
18th. The Lafayette County Sheriff’s Department will be moving to CJIS Compliance and implementing
Statelink on the Spillman side. Since Benton uses their system, we will need to add equipment to our IT
system at an estimated cost of $7,000 in 2023.
Eric Mowry reported that the Water Street water project has started rerouting from Water Street to First
Avenue Extension. Currently, two of the four connections have been completed. Testing will need to be
done on these connections. Completion of the projection will be a couple of weeks. The basketball court is
still waiting for concrete from Schueller’s. Tri State Paving completed the Incubator parking lot and did
patching on five spots around town. Dirt around the parking lot will get finished this week and possibly
painting of the lines for the parking spots. The Orb Rocker in the BCDC Park arrived broken and we are
still waiting on the parts from Lee Reaction to get that fixed. Eric asked what the shape of the sewer line is
in behind the location of the new community center building. If this would be something to look at taking
care of before the building gets built. Discussion with Ryan Carver will need to take place to determine
the best course of action.
Jill explained that a Certified Survey Map (CSM) will need to be completed on 25, 29, and 33 Main
Street. These three parcels are owned by the Village of Benton and are the future location of the new
Community Center/Library Building. In order to place a building in this location, the three parcels will
need to be merged to one parcel, which requires a CSM. The contracted cost for this is $1600 with MSA
Professional Services, Inc.
Motion (Wartner, Farrey) to approve the contract with MSA Professional Services, Inc. for completion of a
Certified Survey Map to Merge parcels 25, 29, and 33 Main Street for building purposes.Roll-all ayes. Carried
Sonya explained that PFAS cost recovery program action is to provide water and wastewater systems the
chance to recover any current or future expenses for testing, treatment, and remediation of PFAS
contamination. Registering now is like an insurance policy without a premium that will lessen any
financial burden resulting from PFAS contamination.
Motion (Perkins, Wartner) to approve the registration for the PFAS cost recovery program to reduce any
financial burden resulting from PFAS contamination. Roll-all ayes. Carried
