DARLINGTON TOWN COUNCIL & UTILITY BOARD MINUTES July 2nd, 2026 LIVESTREAM ON YOUTUBE — Town of Darington Council CALL TO ORDER: President Nicole Parker opened the meeting with the pledge. President Parker was joined by, Vice President Teresa Sutherlin, Jeremy Weliever. Jennifer Flaugher and Marilyn Cohee. Also joining the council was Electric Superintendent Brian Mullen, Clerk- Treasurer Michelle Cash, and Park Maintenance Bob Cash. PUBLIC COMMENT: None APPROVAL OF MINUTES: A motion to approve the June 4th, 2026, monthly meeting was made by Jennifer Flaugher and seconded by Vice President Teresa Sutherlin. Motion Approved (5-0) MONEY MATTERS: A motion to approve the payroll docket, accounts receivable, and appropriations report for June 2026 was made by Marilyn Cohee and seconded by Jeremy Weliever. Motion Approved (5-0). All reports are emailed before the meeting to be reviewed. NEW BUSINESS: A motion to approve Ordinance 1-2026 to amend the trash pickup services fee from $10.00 to $14.00 was made by President Parker, and seconded by Jennifer Flaugher. Motion Approved (5-0). A motion to suspend the rule of two meetings to approve the ordinance was made by Jeremy Weliever, seconded by Marilyn Cohee. Motion Approved (5-0). Clerk Treasurer Cash handed out the Form 1’s to each council member. The Form1’s had previously been sent via email. After some discussion the council had no change. A motion to approve a 3% raise to all employees and a $3,201.52 stipend to the Clerk Treasurer salary and excluding the Town Council for the year 2027 was made by Jeremy Weliever, seconded by President Parker. (Motion Approved 5-0) A motion was made to allow the Utility Billing Clerk to leave early or not work on days she is not busy at the discretion of the Clerk Treasurer pending her schedule by President Parker, seconded by Jeremy Weliever. Motion Approved (4-0 - with Vice President Sutherlin abstaining) OLD BUSINESS: There is no update on the speed board. The parts are still out for delivery. Community Center spreadsheet was handed out for an update of the expenses paid and revenue received for June 2026. Clerk Cash updated the council on the ATT change for the new telephone system. There is no update on the Community Crossing Grant currently. STAFF & ELECTED OFFICIAL REPORT: Attorney Report —Not Present Wastewater Report — Superintendent Brian Mullen report the crew had been fighting algae with all the rain and hot temperatures. All algae have been cleared up since the discovery. Electric Report — Superintendent Brian Mullen reported on the upcoming tree trimming that will be starting within the next week and replacement of poles, that CELP has help complete. Stormwater Report — Project is underway on the corner of Main and 700N. MVH Report- Mr. Mullen will be filling in the holes once more product comes in. Darlington Police Department — Marshall Kevin Crull sent the June 2026 activity logs and the luly 2026 police schedule in an email. Park —Mr. Cash reported on the progress of getting the historical sign up at the covered bridge. Councilmen Jeremey Weliever contacted Bart Maxwell to see about removing the debris from the bridge. Mr. Maxwell doesn’t have a boom long enough to reach. Mr. Cash will look into some other options. can get an estimate. Clerk-Treasurer Cash presented the council with billing report for June 2026.
