ROLL CALL Members Present: Barb Hoag, Jack Sweeney, Troy Clark, Lindsey Graskey* Advisory Members and Others Present: Kara Czapinski, Bridgit Maruska, Dan Walker, Brian Wallin, Christian Houle, Vince Juarez*, Mary Kate Walsh*, John Ramos 2. APPROVAL OF MINUTES 2.1. Golf Course Committee (Meeting held October 23, 2025) MOTION by Sweeney, second by Clark, and carried to approve the minutes from October 23, 2025. 3. NEW BUSINESS 4. OLD BUSINESS 4.1. Update on Irrigation System. Dan Walker noted that the original plan to utilize pond spoils for the driving range became financially impractical due to the challenges of navigating Enbridge lines and the high costs associated with hydrovacing. Consequently, the project was put on hold, and the focus shifted to essential irrigation improvements. City officials, including Contract Analyst Jane Darwin, Public Works Director Todd Janigo, and Weyandt Engineering, decided to take charge of the RFP process, with intentions to review feedback from the project team in mid-March for both phases one and two. The revised phase one will prioritize deepening the pond at hole 18 to accommodate new variable speed pumps, while improvements to the driving range will be set aside. The main efforts will involve the installation of new main lines, laterals, irrigation heads, and satellite-based control systems. Director Janigo is also considering the addition of a second well to reduce reliance on city water and improve long-term cost efficiency. Brian Wallin joined the meeting at 11:12 a.m. 4.2. Update on Mission Statement. MOTION by Hoag, second by Clark, and carried to hold item 4.1 until the April 23, 2026, Golf Course Committee Meeting. 4.3. Update on Golf Course Simulators. Walker provided data indicating that although the simulator operations incur losses, these losses are less than the expenses associated with seasonal closure, allowing for year-round employment for both management and staff. The team acknowledged the rising competition from new local simulators and a season pass holder who operates a private simulator, which has resulted in decreased revenues and necessitated price Page 2 of 3 Golf Course Committee – 2/19/2026 Meeting *Attended the meeting virtually reductions to stay competitive. Simulators also offer opportunities for private events, club fittings, and merchandise sales. Recent initiatives like the Lake Superior Ice Festival trolley ride successfully attracted potential new customers and enhanced visibility. Walker mentioned the desire to host more events like this. The importance of upholding high customer service standards was emphasized, with consistent staffing contributing to improved service quality and customer satisfaction. KemperSports recognized the need for clearer event booking processes on the website and discussed strategies to bolster marketing efforts, including making information more accessible and implementing targeted campaigns. 4.4. Update on Snowmobile Trail. Dan Walker indicated that the maintenance of the snowmobile trail incurs minimal expenses, thanks to equipment and staff time provided by the city. Additionally, marketing costs remain low. The team is considering the organization of classic sled shows and forming partnerships with local snowmobile associations, while also utilizing digital and radio marketing strategies to enhance visibility and encourage participation. Snowmobile wayfinding signage to the clubhouse was added to the trail. 5. RECURRING BUSINESS 5.1 Marketing Report Christian Houle outlined the development of a cohesive brand kit, along with standardized templates for social media and email communications, while also emphasizing the importance of proactive updates regarding the Blatnik Bridge Construction that may impact access. The website is undergoing a significant redesign aimed at enhancing navigation, refreshing program details, and incorporating professional photography, all with the goal of facilitating easier event booking and information retrieval. A revamped monthly newsletter format has been introduced, accompanied by efforts to refine and update the email database to ensure more accurate and widespread distribution. Additionally, Mary Kate Walsh and her team are working on consolidating event booking pages, enriching them with detailed information and images, and simplifying the inquiry process for private events. Vince Juarez left the meeting virtually at 11:43 a.m. 5.2 General Manager’s Report with Profit/Loss Statement – Walker reported a year-over-year increase of $58,000 in net operating income, driven by a reduction in operational expenses by $95,000 and payroll remaining under budget, despite a slight dip in total revenue. Notable growth occurred in season pass sales, driving range usage, and food and beverage income, while the primary revenue decline stemmed from golf cart rentals, which were affected by heavy rainfall in July and a trend of players opting to walk. The analysis highlighted the effects of weather-related restrictions on cart paths and evolving player preferences, particularly noting that senior leagues frequently cancel when cart access is limited, and an increasing number of players are utilizing walking aids. Staffing levels remain stable, and investments in building maintenance have enhanced reliability, with ongoing initiatives focused on improving database management in preparation for the upcoming season. This was mainly due to poor weather and no outside golf available in the area and increased advertising spend on radio and tv. Overall Revenues were behind March 2025 by 5.3% due to not being able to open the driving range all month. Last year we were able to open the range for 4 days. Merchandise Revenue was decent coming just short of budget for the month. F&B Revenue was fair for the month, missing budget by 9.4% but only 1% behind last March. Payroll was slightly over budget for the month and is only 3.4% over budget YTD. OPEX was under budget by 5.5% for the month and is 4.4% under budget YTD. Overall, through the first three months of 2026, NOI is only $109.00 over budget.
