MEMORANDUM OF RECOMMENDATION
DATE: April 13, 2026
TO: Licenses and Fees Committee
FROM: Jodi Saylor, Volunteer, Events & Program Coordinator
RE: Barkers Vendor Cottages Rental Fees
Background
The City of Superior Parks, Recreation & Forestry Department is excited to introduce a new
infrastructure initiative at Barkers Island that will enhance community events, support local vendors, and
expand opportunities for nonprofit organizations and small businesses throughout the year: the Barkers
Island Vendor Cottages. These cottages were built with a grant from the Tourism Development
Commission as a way to not only enhance our events but to also bring in more tourism from those
traveling to and through Superior.
These purpose-built cottages will be available for rent through large community events, nonprofit
organizations, and food and merchandise vendors and general enhancements to the event space. They
will also be available for special events—ranging from Dragon Boat races to weddings—to elevate event
offerings. Designed with flexibility and accessibility in mind, the cottages will provide a professional,
weather-conscious space while improving overall experience for both vendors and visitors at Barkers
Island and beyond.
There will be a total of four cottages: two measuring 10' x 12' and two measuring 8' x 8'. The two larger
cottages were completed in time for the 2026 Lake Superior Ice Festival and were utilized by one
nonprofit organization and one small bakery business. The two smaller cottages will be completed this
spring in time for summer events.
While the cottages will have a permanent location in Barkers Island Festival Park, the two smaller units
will be movable within Barkers Island at no charge. This flexibility will allow event organizers to
relocate the cottages to areas such as the beach or boat launch, upon request. Guidelines will be
established outlining when relocation is permitted and would require only City staff to perform the move.
Due to potential impacts on the structures, relocations are not anticipated for every event. We may
choose to also offer moves to city property locations off Barkers Island such as The Lot or the Princess
Theater Lot, for a fee of $1,000. Again, the intent would be to minimize moves as much as possible to
maintain the structure of the buildings.

Fee Structure
We are seeking approval of the following rental fee structure, which will allow the cottages to be utilized
for a variety of events and purposes.
Rental Information and Pricing
Event Type Large
Cottage
Small
Cottage
Non-City Event $50 $25
City Event (i.e., 4th of July and Ice Festival) $100 $50
Makers Market Annual Rental – May 1 to October 1
(All 4 cottages) $860 fixed fee
Moving Fee for moves off Barkers Island
(small cottages only, must be done by city staff) $1,000 fixed fee
Electricity is included in the above pricing.
Large events wishing to utilize multiple cottages for two or more days may work with the Parks,
Recreation & Forestry Department on a case-by-case basis to establish appropriate pricing.
The Parks, Recreation & Forestry Department reserves the right to adjust fees in future years in
alignment with inflation and operational costs.
Security Deposit
A refundable $100 security deposit per cottage is required. The deposit will be returned provided the
cottage is left clean and free of damage.
Conclusion
I recommend that the fee schedule outlined above be approved for the rental of the Barkers Island Vendor
Cottages. Rentals will not be processed through the standard reservation system; instead, an online
application form will be used to ensure appropriate use and alignment with the intended purpose of the
cottages.
This fee structure will not only support access to the cottages but will also generate revenue to offset
maintenance costs and support long-term improvements to Barkers Island and its event amenities.
CITY OF SUPERIOR COTTAGE RENTAL GUIDELINES UPDATED: 03/2026
Barkers Island Cottages
Rental Guidelines & Pricing (Draft)
Introduction
The Barkers Island vendor cottages were developed to provide a comfortable, attractive, and affordable
option for vendors participating in events at Festival Park. These structures offer protection from wind
and weather, making them especially valuable during colder months and winter festivals. With built-in
service windows, shelving, lighting, and heating, the cottages provide a more efficient and professional
alternative to traditional tents while helping create a welcoming marketplace atmosphere for visitors.
Cottage Uses
The cottages are flexible spaces that can support a wide variety of events and activities. Their size, service
windows, and weather protection make them ideal for both vendors and event support needs.
• Festivals and large community events
• Farmers markets and artisan markets
• Food and beverage vendors (coffee, hot chocolate, snacks, specialty foods)
• Event information booths, ticket sales, or registration/check-in
• Nonprofit or community organization booths
• Merchandise sales for concerts or festivals
• Activity stations for family events (crafts, games, etc.)
• Wedding or private event support spaces
• Event headquarters, volunteer check-in, or sponsor booths
Cottage placement will be determined by the Parks, Recreation & Forestry Department and may vary
depending on event layout and site conditions.
Renters are responsible for obtaining and complying with all required state, county, and city permits and
licenses. Renters assume all responsibility for activities conducted within or around the cottage during the
rental period.

MEMORANDUM OF RECOMMENDATION
DATE: April 13, 2026
TO: Licenses and Fees Committee
FROM: Jodi Saylor, Volunteer, Events & Program Coordinator
RE: Peddler’s Permit Exemption Request
Background
The City of Superior Parks, Recreation & Forestry Department continues to expand community events
such as the 4th of July Celebration, Lake Superior Ice Festival, Makers Markets, and Farmers Markets.
These events are designed to activate public spaces, support local businesses, and create vibrant, family-
friendly experiences for residents and visitors alike.
As these events grow, we have seen increased interest from small businesses, artisans, food vendors, and
service providers who are looking to participate. However, the current requirement for a peddler’s permit
can present a barrier to entry—particularly for small-scale vendors, startup businesses, and those
participating in limited or one-time events.
In many cases, these vendors are already being reviewed, approved, and coordinated through the event
application and permitting process. Requiring an additional permit creates duplication, added cost, and
administrative complexity that may discourage participation.
Request
We are seeking approval to establish an exemption from the City’s peddler’s permit requirement for
vendors who are participating exclusively within City-approved special events.
This exemption would apply to vendors operating within organized events such as, but not limited to:
• Vendor/Makers Markets
• Farmers Markets
• 4th of July Celebration
• Lake Superior Ice Festival
• Other City-approved or permitted special events
Parks, Recreation & Forestry

Phone: (715) 395-7278
Fax: (715) 395-7346
TTY: (715) 395-7521
Proposed Approach
Under this exemption:
• Vendors would not be required to obtain a separate peddler’s permit if they are operating solely
within the footprint, dates, and hours of an approved special event.
• All vendors would still be required to complete the event-specific application and approval
process managed by the City or event organizer.
• Vendors must comply with all applicable state regulations, including any required seller’s permits
and health department requirements for food vendors.
• Vendors would be required to provide a Certificate of Insurance listing the city as “additional
insured”.
• The City retains the right to approve or deny vendors based on event guidelines, safety
considerations, and overall event fit.
This approach maintains appropriate oversight while eliminating redundant permitting requirements.
Rationale
This proposed exemption is intended to:
• Reduce barriers to participation for non-profits, small businesses, entrepreneurs, and community
organizations
• Encourage local economic activity by making it easier and more affordable to participate in City
events
• Streamline administrative processes by eliminating duplicative approvals
• Enhance event offerings by increasing the variety and quality of vendors available to attendees
Creating a more accessible and user-friendly process aligns with the City’s goals of supporting small
businesses and fostering community engagement.
Conclusion
I recommend approval of an exemption to the peddler’s permit requirement for vendors participating in
City-approved special events, as outlined above.
This change will simplify the vendor process, reduce unnecessary costs, and support continued growth in
the quality and diversity of events offered throughout the City of Superior—while maintaining
appropriate oversight through existing event approval processes.

What is a Surety Bond?
In Wisconsin, surety bonds are financial guarantees used to ensure that specific
obligations are met, protecting the public and government entities from potential financial
loss. They are often required for business licenses, permits, and contracts, and are a three-
party agreement involving the principal, obligee, and surety. The cost of a surety bond in
Wisconsin typically ranges from 1% to 10% of the bond amount, depending on factors like
the bond type, the principal's credit score, and other considerations. [1, 2, 3, 4, 5, 6, 7]
Key aspects of surety bonds in Wisconsin:
• Purpose: To ensure that the principal (the person or entity needing the bond) fulfills
their obligations under a contract or license. [3, 4, 5]
• Three-party agreement: The principal (the one who needs the bond), the obligee
(the entity benefiting from the bond), and the surety (the company providing the
bond). [3, 8]
• Cost: Premiums for surety bonds are calculated as a percentage of the bond
amount, usually ranging from 1% to 10%. [4, 6, 7]
• Types of bonds: Wisconsin surety bonds can be for various purposes, including
business licenses, construction contracts, court proceedings, and more. [4, 9, 10]
• Wisconsin Notary Bond: Wisconsin law requires all notaries to purchase and
maintain a $500 notary surety bond to protect the public from financial loss due to
notary errors, says Notary.net. [10, 11]
• How to obtain a bond: You can typically apply for a Wisconsin surety bond through
a licensed surety company, either online or by contacting them directly. [5, 12]
• Factors affecting cost: Your credit score, business history, and the type of bond will
influence the premium you pay. [4, 13]
• Notary E&O Insurance: In addition to the notary bond, it's recommended to
purchase Errors and Omissions (E&O) insurance to protect your personal assets
from lawsuits arising from notarial errors, says Notary.net. [10]
