SUPERIOR PUBLIC ART GRANTS PROGRAM
CULTURE, EVENTS AND PUBLIC ART COMMISSION, CITY OF SUPERIOR (08/20/2025)
About the City of Superior Public Arts Grant
Program (SPAG)
The City of Superior’s Culture, Events, and Public Arts Commission (CEPA) focuses on the creation of
public art within the City of Superior, and ensuring equal access for all to enjoy and engage with public
art. One of the goals of CEPA is to fund artistic activities and support cultural programs that integrate
and advance arts and culture as an essential part of life in Superior.
Public art is any art form that is readily available for the public and is unimpeded by barrier or entry.
Public art includes work on both public and/or private property and can be permanent or temporary.
Program Description
The Superior Public Art Grant Program (SPAG) provides small grant funding to artists/artist teams,
creatives, makers, performers, arts organizations, and other cultural drivers, to enhance and increase
arts and culture and public art opportunities within the City of Superior. Funds are dedicated to support
presentations, performances, workshops, research, and/or creation of artwork within the City of
Superior. The program strives to encourage artistic engagement, spur economic vibrancy, and revitalize
Superior through the arts.
Applicants are eligible to receive a one-time grant between $1,000 - $10,000. This grant may be used to
fully fund a project. No match is required. Funds cannot be used to retroactively fund completed
projects or portions of projects but can be used for ongoing projects. Total project funding goal for 2024
small project funding through this grant is $50,000.
Professional artists of all disciplines, arts organizations and other cultural drivers are encouraged to
apply.
APPLICATION LINK
Grant applications must be submitted through the linked form:

APPLICATION DEADLINE
Applications will be reviewed on a bi-annual basis and funded until the annual budgeted allowance set
by the Commission has been expended. The 2024 funding allocation for this grant has been set at
$50,000. Spring/Summer grant applications will be due on January 1st, and Fall/Winter grant applications
will be due on July 1st. Applications must be submitted through the Culture, Events, Public Arts
Commission website form.

REVIEW CRITERIA
Proposals will be evaluated based on three criteria: 1) artistic excellence & merit, 2) project feasibility,
and 3) community impact and availability. Evidence to support the criteria will come from the narrative
responses and submitted supplemental materials.
1. The artistic excellence and merit of the project includes the:
a. Professionalism of the artist/cultural organization/lead project creative, quality of the
artwork or services that the project will involve, as appropriate to the project.
b. Connection of the project to the artistic practice of the applicant
c. Evidence includes digital work samples, arts resumes, letters of support, artist/cultural
organization websites, or social media.
2. The measures of project feasibility include:
a. Ability to carry out the project based on the appropriateness of the budget, the
proposed timeline, the quality and clarity of the project activities and goals, the
resources and partners involved, and the qualifications of the project's personnel.
b. Evidence of project feasibility includes a budget, project timeline, letters of support or
agreement with partner artists & organizations, or project plans.
3. The community impact and availability of the project includes the:
a. Engagement and Accessibility: How does the project engage with the local community
and make the arts accessible to a broader audience? Look for strategies that promote
inclusivity, such as outreach programs, partnerships with community organizations, or
plans for free or affordable events that allow a wide range of residents to participate.
b. Cultural Relevance: Consider the extent to which the project reflects the cultural and
artistic diversity of the community it serves. This could include showcasing
underrepresented voices, addressing important local themes, or providing cultural
enrichment that resonates with the community's identity.
c. Educational and Outreach Initiatives: Evaluate any educational or outreach components
of the project. This might include workshops, artist talks, or initiatives which can foster
greater understanding and appreciation for the arts within the community.
REVIEW PROCESS
Submissions are first reviewed by staff. Staff confirms applicant eligibility, basic compliance with grant
criteria, and completeness of applications before sending them to the Commission for review. Ineligible
or incomplete applications will not be reviewed by the Commission.
AWARD AMOUNTS
Award amounts range from $1,000 to $10,000. Awards will be paid in two disbursements: two-thirds
