Memorandum of Recommendation
DATE: March 19, 2026
TO: Mayor Jim Paine and the Common Council
FROM: Todd Janigo, P ublic Works Director
RE: Approval of a Resolution for Railroad Crossing Repair: Hamm ond Avenue
I am recommending the approval of a resolution supporting the repair of a railroad crossing by the Soo
Line (CPKC) Railroad Company.
The crossing is located on Hammond Avenue approximately 180 feet north of Winter Street. The
crossing is in poor condition with deteriorating concrete panels that are uneven, poorly patched, and
extending vertically into the roadway. Vehicle traffic is routinely swerving out of the driving lane to
avoid the roughest parts of the crossing.
Support of this resolution is a necessary step in the Office of the Commissioner of Railroads (OCR)
process for correction of the rough crossing. The OCR is a state agency that oversees safety and
regulations at railroad crossings within the state. The OCR has authority to compel action from a
railroad company through a formalized process. The process for correcting rough crossings is found at:
https://ocr.wi.gov/FAQs/Documents/RoughCrossingProcess.pdf.
Public Works Leadership and WisDOT have had several conversations with the railroad regarding this
crossing and multiple others throughout the city. Mayor Paine recently secured a verbal commitment
from the railroad to repair this crossing and three others in 2026. That commitment will hopefully make
OCR action on this resolution unnecessary. However, approval of the resolution is still requested to
strengthen the City’s position if OCR enforcement becomes necessary.
