Director Heskin outlined the job descriptions and explained that there were no
substantial changes to duties; the formatting has been updated to be consistent with
all City job descriptions. Motion made by Ellen Kreidler to recommend approval to
the Board of all three updated job descriptions; seconded by Mary Johnson-Garay.
Motion passed unanimously.
4. REPORT – 2025 CARRYOVER AND RESERVE AMOUNT - Director Heskin provided an
informational handout illustrating cash flow projections through 2030. No action taken. It
was discussed that future capital improvement program requests be considered separately
from other City capital projects as library projects are a loan and paid back over time. Also
discussed that the north parking lot improvement is on hold right now. The Public Works
Director will be retiring and a discussion will be had with the next director. The current
proposal is a mill and overlay.
5. 2025 COUNTY REIMBURSEMENT REQUESTS - Director Heskin presented several
spreadsheets showing the breakdown and formula for how county reimbursements are
calculated. This included historical calculations from 2016-present. The request to Douglas
County will be substantially greater in 2026 due to the inclusion of capital costs in the
calculation. No action was taken.
