at 6:00 p.m. at the Schley Town Hall.
Pledge of Allegiance
Roll Call – Klimek, Brown, Leopold, Podeweltz, and Dallman.
Verification of posting meeting notices by Town Board.

Reports from Town Officers:
Leopold stated that the gravel project for this season is completed. Within the next 2 weeks, the Highway 17 project
from Highway 64 to Sunrise Road will start. In April 2027, the Highway 17 project from Sunrise Road to the Haymeadow
Bridge will commence. Traffic will be detoured from Highway 51 to Highway 8.
Roger and Shirley Yonke would like to donate a 3’ x 3’ framed Lincoln County map. Motion by Leopold to accept the
donation, 2nd by Brown. All ayes. Motion carried.
Brown stated he received 3 calls regarding roads that need to be graded. Without the rain, it is difficult to make any
headway with this.
Klimek stated that there were 4,000 yards of gravel placed; it took 3 ½ days to complete. We need a good rain to be
able to shape the roads. There’s a cracked window in the Town truck that needs to be repaired. Roadside mowing is
done. Town Crew worked on brushing around and cleaning the bridges.
Public Comment:
Jane Severt stated that there was a drone spraying insecticides on cornfields near her home. No notice was given to the
adjacent landowners. She contacted the Sheriff’s Department, DNR Warden, and DATCP. She was told to submit a
written request to the farmer operator/landowner asking to be notified 24 hours prior to any future aerial pesticide
passes so they can adequately prepare their home/property. Severt and Welker provided additional information on
requirements to operate a drone with aerial applications.
Leopold motioned to pay bills and transfer $87,400 for general bills (which included the recent gravel project) to the
checking account, 2nd by Klimek. All ayes. Motion carried.
Motion by Klimek, 2nd by Leopold to close the town hall building project account as all bills have been paid. All ayes.
Motion carried.
Town of Schley was awarded a LSSIP grant in the amount of $571,950 to pay for 90% of the Heineman Road box culvert
replacement. Motion by Brown to accept the project award, 2nd by Leopold. Roll call vote. All ayes. Motion carried.
Work will likely not commence until 2028. Klimek will talk with the Lincoln County Highway Commissioner about
assisting the Town with the 10%, as the majority of the traffic on that section of Heineman Road is people/other
counties hauling garbage to the landfill.

Welker stated the proposed County Land Services data center resolution to form an ad hoc committee to do more
research was not approved by the County A & L Committee. Instead, the A & L Committee will look into this further.
Welker presented recommendations for the Driveway/Culvert application forms. Town Board reviewed the options and
decided on one but the fee, address needed, and County addressing coordinator notification will be added. Revised
form will be reviewed at the September Town Board meeting.
Welker presented information on the flock cameras in Lincoln County. Currently, there are 24 flock cameras in Lincoln
County, which were funded by a Bierman Family Foundation donation for a 10-year period. The cameras are
programmed to flag vehicles associated with active warrants, Amber Alerts, Silver Alerts, or ongoing felony
investigations. The Sheriff’s department states that they are not used for daily traffic enforcement. Cameras are
positioned at major “gateway” corridors to capture vehicles entering and leaving the county.
Welker stated the August broadband meeting was cancelled. Bertram has not signed a contract yet to complete the
remaining work in Lincoln County.
