Minutes of Special Town Board Meeting – April 22, 2024 Chairperson Klimek called the special meeting of the Town Board of the Town of Schley to order on April 22, 2024 at 6:01 p.m. at the Schley Town Hall. Pledge of Allegiance Roll Call – Klimek, Brown, Plamann, Dallman, and Podeweltz. Verification of posting meeting notices by Town Board. Public Comment/Questions for project answered by Town Board: • Recommended to have 2 restrooms to assist with ADA compliance and accessibility. • 2,500 gallon holding tank included in all construction bids. • Site will need to brought up to grade. • County ARPA funds will not be awarded to the Town of Schley construction as it does not promote recreational activities. • Existing Town Hall will remain up until new Town Hall is built. • Rough estimates on new well would be $10,000-$14,000 based on 200’ well. • Small patch of asbestos, where a crack was filled going down to the basement, needs to be removed. Klimek obtaining estimates for this. • Gravel parking lot in various amounts dependent on contractor. Existing foundation may be used for the parking lot. • 10 foot soil/gravel apron around the new Town Hall. • Excavation will be done to ensure drainage is running away from the building; no drain tile being used. • $69 per ton for disposal at Lincoln County Landfill through 12/31/2024. Sealed bids were reviewed for the construction of a new Town Hall and septic system, turnkey. Bids are as follows: J & J Lee Construction Co. Inc. - $239,868 Pinno Buildings - $250,895 Scherrer Construction Co. - $349,600 Motion by Klimek to accept J & J Lee Construction Co. Inc. bid for $239,868, 2nd by Brown. Roll call vote. All ayes. Motion carried. Sealed bids were reviewed for the demolition of the existing Town Hall and site prep for the new Town Hall. Woller Stump Grinding & Excavating - $29,211.91 Central Wisconsin Construction - $36,600 Chad Schmidt Excavating LLC - $57,553 DeWar Land Care LLC - $34,850 Minocqua Grading LLC - $61,360 Musson Brothers, Inc. - $45,460 Peterson Brothers Sand & Gravel LLC – $59,000 Plautz Excavating & Logging - $27,490.80 with using Town account for disposal of materials Motion by Klimek to accept Woller Stump Grinding & Excavating bid at $29,211.91, 2nd by Brown. Roll call vote. All ayes. Motion carried. Next steps: Continue researching grant and low interest financing options through various State and Federal programs.
