No money will need to be returned; however, this will reduce revenue in the 2027 budget by approximately $4,500. Brittany Beahm reported on behalf of the DA’s Office that there will be a jury trial August 20th for an OWI 7th. EM Director Lt. Williams reported he is working on a hazmat grant for new equipment. This helps to supply items such as thermal cameras and boots. He reported there is a training with Brakebush next week. Lt. Williams and County Clerk Kiley Lloyd attended a security and continuity tabletop exercise for election security in July at WEM headquarters to represent rural counties and municipalities. EM continues to work on school safety with school district meeting attendance and participation. EMS Director Rob Lulling reported the desk review of the Medicaid supplemental program has finished another round of review, with a total of $82,000 to be received in Sept./Oct. New Med 1 has been ordered, delivery date is Sept. 30th. The vehicle will then be outfitted by Belco. July stats have been posted. Rob reported EMS has been having a lot of sick calls recently. No ambulances have been out of service due to the call-ins. 8. Administrator Barger and Rob met with Waushara to advance discussion regarding regionalization of EMS services. Waushara has been looking at three options- hiring Director and Assistant Director, privatizing the service, or regionalizing. Administrator Barger reported Marquette would retain capital and that we would maintain level of service. Administrator Barger requested Waushara notify Marquette by September what their decision is. Administrator Barger will attend the EMS meeting in Neshkoro Thursday evening to discuss this with Village and Town of Neshkoro and Town of Crystal Lake. EMS Director Rob Lulling spoke to the disadvantages of privatization. Discussion followed. Administrator Barger noted regionalization would save us a quarter of a million dollars in pay and benefits. If the innovation grant can be utilized it would be a million dollars/yr. for a limited time frame (up to 4 years). Committee consensus was for Marquette to have additional options other than waiting solely for Waushara’s decision. Rob reported he sat in on interviews for Waushara’s Deputy Chief. An offer has been made to someone outside of the organization. 9. Sheriff Konrath shared a monthly CAD report, 911 calls, monthly jail revenue and expense reports, and the Enterprise fleet report. Sheriff Konrath reported that a new correctional officer has been hired. Another will be hired in September. Sheriff Konrath reported that Callworks will no longer be supported after 2028. Looking at Vesta for hardware and software refresh. Quote received today from Baycom was $795,816.95. County would need to match $79,581.69. Grant application is due August 25th. Would be notified by Oct. if awarded the grant. Grant needs to be closed out by June 1, 2028. Full amount would need to be budgeted, with the match to come back to the county’s budget. They want 40% as a downpayment. Ron reported the county will need to look at borrowing for a mechanism to afford the upgrades and no longer attempt to absorb the cost. Moved by Chuck Bornhoeft and seconded by Lance Achterberg to direct Sheriff Konrath not to procced with grant submission at this time. Motion carried 4:1. Noes- Walters 10. Chairperson Nigbor, VC Achterberg, IT Director Dan Buchholz, and Sheriff’s Office Management met with Baycom regarding the Vesta upgrade. Chairperson Nigbor requested the county look at other options and acquire additional quotes. VC Achterberg and IT Director Dan Buchoolz both noted there are other providers that sell Motorola. 11. IT Director Dan Buchholz reported the building camera system is currently in Sheriff’s budget. That system should be planned for a 7-year upgrade. Dan is looking at options for door and camera system to be integrated together. Looking at different vendors to supply Motorola. E&F directed Dan to include the fob system upgrade in the 2027 budget. The fob system in the budget for 2027 will be $108,000. The suggested camera system will be $69,000 every 5 years. This will be an annual savings of $11,000-$31,000. Dan’s suggestion is to replace the camera system sooner than later. The $69,000 covers all county buildings and EMS stations, not the highway cameras. Roughly $230 per camera per year. Dan suggested the camera system be moved to the IT budget. Dan will present this information to the E&F committee. 12. Strategic Plan implementation was briefly discussed. 13. Meetings will continue the first Wednesday at 9:00 a.m. in the Public Safety Room unless otherwise noted.
