Chair opened item 6: Consideration of recommendation to the County Board on advisory
resolution to Wisconsin State Legislature regarding State/County split of Register of Deeds

$3/$1000 value. Beginning in 1969, 50% of all transfer tax fees collected remained at the
county level. In 1982 the State changed the formula to require counties to remit 80% of
transfer tax fees collected to the State. Several counties have passed an advisory resolution
requesting that the State enact legislation that would return the transfer tax fee sharing
formula to a 50/50 state-county split. Krueger compared the amount of transfer tax fees that
would have stayed at the county level had it been a 50/50 split from 2017 through 2021; the
amount of additional revenue retained by the county would have been approximately
$252,800. Motion by Mack to have the County Board do an advisory resolution to the
Wisconsin State Legislature to enact legislation that would return the formula to the 50/50
split; second by Krentz; motion carried.
Chair opened item 7: Discussion and decision on Register of Deeds software from GCS to

widely used not only in Wisconsin but in other states, provided Krueger with a quote for
transitioning to Fidlar, along with providing a free demonstration on the program, training,
support after the transition, etc. After discussion, motion by Mack to proceed with the
transition from GCS to Fidlar; second by Krentz; motion carried.
