1 AMERY PLAN COMMISSION PROCEEDINGS April 23 , 2026 The Plan Commission for the City of Amery met on Thursday – April 23 , 2026 , at City Hall . Rick Van Blaricom ; called the meeting to order at 9 :0 0 a .m. Present: Members – Rick Van Blaricom , Eric Elkin, Paul Shafer (left at 11:40am) , Paul Isakson (left at 11 :2 5 am ), Brianna White , Scott Carlson and Pat Cahill. Staff present: Alex Mansfield-City Administrator and Taylor Larson -Clerk/Treasurer Others present – Claire Stickler and Emily Herold with MSA , Andera Franzen, Keith Gehrman, Scott Lee, Denise Johnson, Taylor Rawson, Barb Blossom, Kent Hughes, Sharon Marks, Adam Honl, Roger Van Someren, Brenda Utgard, Mark Starsky, and Holly Carlson. Motion by Cahill ; seconded by Isakson to approve the agenda. Ayes – 7 Nays – 0 Motion Carried. 1. Public Hearing: Conditional Use Permit request for Soldiers Field part of PID 201-01065-0000 and 201-01070-0000 – A conditional use permit for was submitted by Partner Properties LLC to place a Campground in Soldier ’s Field. Partner Properties LLC has a Purchase Agreement in place with the City to purchase the property. Motion by Elkin, seconded by Carlson to open the public hearing. Ayes – 7 Nays – 0 Motion Carried. Public comment and rebuttal was hear d from the following individual in favor of the conditional use permit: Scott Lee – 588 115 th St, Amery, WI 54001 Scott shared his plans for the site and the precautions that he intends to put in place to limit the impact a campground would have on the neighbors. He also addressed concerns from the opposition. Public Comment and rebuttal were hear d from the following individual s opposed to the conditional use permit: Andrea Franzen – 120 South St W , Amery, WI 54001 Keith Gehrman – 2128 210 th Ave, Deer Park, WI 54007 Denise Johnson – 312 Elm St W, Amery, WI 54001 Taylor Rawson – 440 Harriman Ave, S, Amery, WI 54001 Barb Blossom – 358 Arlington Blvd, Amery, WI 54001 Kent Hughes – 124 South St W, Amery, WI 54001 Brenda Utgard – 142 South St, Amery, WI 54001 Mark Starsky – American Legion – 320 Memorial Drive, Amery, WI 54001 The individuals above shared concerns about noise control, trash control, drainage issues, environmental impacts on the lake, wildlife and soil, privacy and quality of life for neighboring properties, property maintenance, campers ’ pets, and property management. 2 Staff shared information when necessary. Motion by Carlson, seconded by Shafer to close the public hearing . Ayes – 7 Nays – 0 Motion Carried. 2. Decision on recommendation for Conditional Use Permit request for Soldiers Field part of PID 201-01065-0000 and 201-01070-0000 – Plan Commission members all shared their thoughts on the Conditional Use Permit application and discussed the public comment that was heard. Members asked clarify questions of Scott Lee about the project. Members were in favor of the conditional use and discussed what conditions should be included with the conditional use permit. Motion by Cahill, seconded by Shafer to approve a conditional use permit for Partner Properties LLC for Soldiers Field part of PID 201-01065-0000 and 201-01070-0000 with the recommended conditions that were included in the staff memo. 3. Zoning Code Rewrite Update and Discussion – Claire Stickler and Emily Herold with MSA were present to review proposed zoning districts and a proposed zoning map. Commission members discussed the proposed items, offered feedback, and asked clarifying questions . Motion by Carlson , seconded by Cahill adjourn at 11:57 a .m. Ayes – 5 Nays – 0 Motion Carried.
