1 AMERY CITY COUNCIL PROCEEDINGS April 1 , 2026 The Amery City Council met on April 1 , 2026 , at the Amery City Center . Mayor, Rick Van Blaricom called the meeting to order at 5 :0 0 p.m. Roll Call: Clerk-Treasurer , Taylor Larson conducted Roll Call. Present: Mayor , Rick Van Blaricom ; and Alderpersons ; Frances Duncanson ; Roger Van Someren; Sharon Marks ; Adam Honl , Eric Elkin , and Mike Manor . Staff Present: City Administrator, Alex Mansfield; Clerk -Treasurer , Taylor Larson ; Police Chief , Dan Peters ; Fire Chief, Chuck Frohn ; Public Works Director, Jeff Mahoney and Deputy Clerk-Treasurer, Lisa Gunderson . Others present: Tom Stangl – Amery Free Press Motion by Alderperson Manor ; seconded by Alderperson Honl to adopt the agenda. Ayes – 6 Nayes – 0 Motion Carried. Consent Agenda Items: Minutes – City Council (March 4, 2026), City Council (March 18, 2026), Plan Commission (March 26, 2026), Committee of the Whole (March 24, 2026), Arts, Parks, and Recreation (December 4, 2025), Arts, Parks, and Recreation (February 12, 2026), Finance Committee (March 10, 2026), and Recycling Committee (February 3, 2026) Motion by Alderperson Elkin ; seconded by Alderperson Manor ; to approve the consent agenda items as listed. Ayes – 6 Nayes – 0 Motion Carried. New Business 1. Public Comment – None 2. Department Head Reports – City Administrator, Clerk-Treasurer, Police Chief, Fire Chief, Library Director, and Public Works Director — R eports were heard from City Administrator Mansfield, Clerk-Treasurer Larson, Police Chief Peters, Fire Chief Frohn, Library Director Wiarda ’s report read aloud by Administrator Mansfield , and Public Works Director Mahoney. 3. Resolution 04-2026 Approving the Hillcrest Dr Relocation Order and Right-of-Way Plat for the Safe Routes to School Project – Administrator Mansfield presented this resolution that was previously adopted in December of 2025 but needed to be readopted without project numbers per the States request. Motion by Alderperson Marks ; seconded by Alderperson Manor to approve Resolution 04-2026 Approving the Hillcrest Dr Relocation Order and Right-of-Way Plat for the Safe Routes to School Project. Resolution 05-2026 Adopting Revised and New Financial Policies including Investment, Debt Management, Fund Balance, Gifts & Memorials, IT Financial Reporting Errors related to the IT Environment, Leak Adjustment, SDLC (System Development Life Cycle) and Fraud Prevention & Whistleblower Policies – Administrator Mansfield presented Resolution 05-2026. The policies listed in the resolution were previously discussed at Finance Committee and Committee of the Whole in March. Council members discussed and the Mayor would like to see the Gifts & Memorials policy condensed. Motion by Alderperson Duncanson ; seconded by Alderperson Honl ; approve Resolution 05-2026 Adopting Revised and New Financial Policies including Investment, Debt Management, Fund Balance, Gifts & Memorials, IT Financial Reporting Errors related to the IT Environment, Leak Adjustment, SDLC (System Development Life Cycle) and Frad Prevention & Whistleblower Policies. Ordinance 04-2026 Amending Ch. 313-12 of the City of Amery Code of Ordinances Regulating Chronic Rental Nuisances – Administrator Mansfield presented amendments to Ch. 313-12 of the Code of Ordinances. The City attorney reviewed t he ordinance and recommended adding definitions and good faith reporting language. Motion by Alderperson Elkin ; seconded by Alderperson Manor to approve Ordinance 04-2026 Amending Ch. 313-12 of the City of Amery Code of Ordinances Regulating Chronic Rental Nuisances.
