1 CITY OF AMERY COMMITTEE OF THE WHOLE PROCEEDINGS March 24 , 202 6 The Committee of the Whole of the City of Amery met on Tuesday – March 24 , 202 6 , at City Hall . Council President , Mike Manor called the meeting to order at 5: 0 0 P.M. Present: Council President, Mike Manor ; and Alderpersons, Fran Duncanson , Roger Van Someren, Eric Elkin , Adam Honl and Sharon Marks . Absent: Mayor Rick Van Blaricom Staff Present: City Administrator, Alex Mansfield; Clerk-Treasurer, Taylor Larson ; Public Works Director, Jeff Mahony; and Police Chief, Dan Peters Othe rs Present: Scott & Holly Carlson , Claire Stickler – MSA, Tom Stangel – Amery Free Press, and Jason Bottolfson Motion by Alderperson, Duncanson; seconded by Alderperson, Marks to adopt the agenda. Ayes – 6 Nays – 0 Motion Carried. 1. Zoning Code Rewrite Project Update : Claire Stickler with MSA lead the committee in an update on the Zoning Code rewrite project and asked for feedback on the project. 2. S&P Bond Rating Update : Administrator Mansfield presented to the committee that after a bond review by S & P the City ’s bond rating was decreased from an A+ to a BBB+. 3. Financial Policy Discussion and Review : Administrator Mansfield reviewed revisions to the Investment, Debt Management, Fund Balance, Gifts & Memorials, IT Financial Reporting Errors and Leak Adjustment Policies. He also introduced the SDLC (System Development Life Cycle) and Fraud Prevention & Whistleblower Policies. The policies were previously reviewed by the Finance Committee and Administrator Mansfield discussed an y concerns the Finance Committee had with the City Attorney and made amendments if necessary.
