1 AMERY CITY COUNCIL PROCEEDINGS March 18 , 2026 The Amery City Council met on March 18 , 2026 , at the Amery City Center . Mayor, Rick Van Blaricom called the meeting to order at 5 :0 0 p.m. Roll Call: Clerk-Treasurer , Taylor Larson conducted Roll Call. Present: Mayor , Rick Van Blaricom ; and Alderpersons ; Frances Duncanson ; Roger Van Someren; Sharon Marks ; Adam Honl , and Mike Manor . Staff Present: City Administrator, Alex Mansfield; Clerk -Treasurer , Taylor Larson ; Police Chief , Dan Peters ; Fire Chief, Chuck Frohn ; Public Works Director, Jeff Mahoney and Deputy Clerk-Treasurer, Lisa Gunderson . Others present: Tom Stangl – Amery Free Press , Kate Healy – SEH( via Zoom) , Dan and Dawn Kegley – REM Inspecting , Nancy Anderson – Anndrew ’s Event Center and members of the public . Motion by Alderperson Duncanson ; seconded by Alderperson Manor to adopt the agenda. Ayes – 5 Nayes – 0 Motion Carried. New Business 1. Public Comment – None 2. Class “ B ” Fermented Malt Beverage and “ Class C ” Wine License for 113 Elm St, Amery, WI 54001 – Anndrew ’s Event Center applied for licenses to replace the ones currently held by Anndrew ’s Loft LLC DBA Anndrew ’s Event Center. Motion by Alderperson Duncanson ; seconded by Alderperson Marks to approve the Class “ B ” Fermented Malt Beverage and “ Class C ” Wine License for Anndrew ’s Event Center LLC at 113 Elm St, Amery, WI 54001 . Ayes – 5 Nayes – 0 Motion Carried. 3. Building Inspector's Annual Report – Dan and Dawn Kegley with REM Inspecting, the City ’s contracted B uilding Inspector, were present to give an annual report about 2025 permits. 4. Pay Application No. 20 for the Wastewater Treatment Center – Kate Healy with SEH was present via Zoom to present Pay Application No. 20 for the WWTP in the amount of $313,011.02. Motion by Alderperson Manor ; seconded by Alderperson Honl ; approve Pay Application No. 20 for the Wastewater Treatment Plant in the amount of $313,011.02. Roll Call Vote Ayes – Duncanson, Van Someren, Marks, Honl, Manor Nayes – None Motion Carried 5. Wayfinding Professional Services Proposal – Administrator Mansfield presented that the City went out for RFP for wayfinding services and only received one bid. The City has $10,000 earmarked for the 2 planning/design part of the project and the bid came in at $51,000. Council would still like to see the project happen this year and direct Mansfield to try and get additional lower bids. 6. Council Comment – Council members shared comments. 7. Van Blaricom read the closed session items aloud in full. Motion by Manor ; seconded by Van Someren to go into Closed Session at 5:22 pm under Wis. Stat. §19.85(1)(e) – Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session. - Soldier ’s Field Development Roll Call Vote Ayes – Duncanson, Van Someren, Marks, Van Blaricom, Honl, Manor Nayes – None Motion Carried Motion by Manor , seconded by Marks to reconvene into Open Session at 5:53 P.M. Open Session – Action on Closed Session Agenda – Council came out of closed session and acted on the closed session item. Motion by Alderperson Duncanson; seconded by Alderperson Manor to approve the Purchase and Sale Agreement between the City of Amery and Partner Properties LLC regarding the development on Soldiers Field.
