FREDERIC VILLAGE BOARD REGULAR MEETING MINUTES Frederic Village Hall ∙110 Oak Street E Monday, April 14, 2025 ∙ 7:00 PM Members Present: Amanda Blackmon, Patty Swenson, Rob Lillehaug, Brad Harlander, Duane Wisse, Jackie Peterson and Ben Morris Call to Order by President Amanda Blackmon at 7:00 pm at the Frederic Village Hall Agenda Approval Motion to approve the agenda by P Swenson/D Wisse. Vote: Carried Approve Previous Meeting Minutes Motion to approve March 10, 2025 minutes as presented by R Lillehaug/J Peterson. Vote: Carried Public Comments – Rose, Rose’s Garden, suggested a meeting between Village Board members and the Chamber of Commerce to increase communication. MSA Project Update and Discussion Drew Lindh, MSA, was present and gave some updates on the WI Ave project including an update regarding the DOT project scheduled for 2028, the DOT’s refusal to cost share with the Village on work that the Village needs to complete that the DOT would normally have to complete, and the need for a rate increase for the Water utility. Residents were at the meeting to ask questions regarding the WI Ave project. Drew stated the current plan is the close down Wisconsin Avenue for up to 30 days from Linden to Elm and then from Elm to Cedar for 30 days. Drew reminded the Board that signs are not allowed along a state highway, but private property and Village streets are okay. Frederic WI GIS Services 2025 The current Village GIS system needs to be reviewed and updated, it will also be migrated to a new system that will be more efficient. Board discussed the agreement and the cost. Motion to approve GIS Agreement as presented by B Harlander/D Wisse. Vote: Carried. Family Days Road Closure This will be discussed at a community meeting set at a later date and at the May Board meeting. Family Days Requests Jeremy Mann requested road closures during Family Days 2025 of Traffic Avenue by the Friendly Tavern from Friday at 6 pm to Sunday at noon and Oak Street from Wisconsin Avenue to Traffic Avenue from 5 pm until 1 am on June 21, 2025. Motion to approve the Friendly Taverns requested road closures for Family Days 2025 by B Harlander/D Wisse. Vote: Carried. Friends of the Library – Little Library at Coon Lake Park The Friends group would like to place a Little Library near the playground at West Coon Lake Park. Motion to approve the placement of a Little Library in West Coon Lake Park, with the input of the Frederic Park Board by B Harlander/P Swenson. Vote: Carried. 2024 Consumer Confidence Report B Struck reported on the 2024 Consumer Confidence Report, there were no violations and after approval it will be published in the newspaper. Motion to approve the 2024 Consumer Confidence Report P Swenson/J Peterson. Vote: Carried. Street Sweeper Repair Bill discussed the quote received to repair the street sweeper. Motion to approve the repair contingent on asking if the tech feels the sweeper is worth putting money toward and the cost of hiring a company to sweep the streets two times per year, Public Works Committee will review by B Harlander/D Wisse. Vote: Carried. Committee and Department Head Report No questions. Approval of Check Register – Check #193795-193840 Motion to approve checks 193795-193840 by P Swenson/J Peterson. Vote: Carried Items for Future Agendas Adjourn - Motion to adjourn at 8:30 pm by R Lillehaug/B Harlander. Vote: Carried.
