Price County Highway & Transportation Committee Meeting Minutes Date: August 5, 2026 Time: 9:00 a.m. Place: Courthous e County Board Room 101; 12 6 Cherry St; Phillips , WI 54555 Call to order: Meeting called to order by Larry Palecek, Committee Chairperson at 9:00 a.m. Roll call: Members Present: Joe Baratka, Doug Erickson, Larry Palecek, Jordan Spacek, Jeff Ulrich Also present: Brian Ernst, County Board Chairperson; Paula Houdek, County Board Vice-C hairperson ; Roger Petrick, Highway Commissioner; Sarah Soul, Highway Office Manager; Nick Trimner, County A dministrator. Items for Discussion and Possible Action 1. Public Comment: None Communications: Committee member Jeff Ulrich shared with the Committee comments he received from the public. 2. Minutes from May 6, 2026, Meeting, as Amended: Motion Barata/Spacek to approve the minutes as amended. Motion carried. 3. Review Resolution – Town of Fifield Bridge and Culvert Aid: Motion Erickson/Spacek to approve the resolution. Motion carried. 4. Review Resolution – Town of Hill Bridge and Culvert Aid: Motion Spacek/Baratka to approve to motion. Committee member Jeff Ulrich abstains. Motion carried. 5. Review Resolution – Town of Prentice Bridge and Culvert Aid: Motion Baratka/Ulrich to approve the motion. Committee Member Doug Erickson abstains. Motion carried. 6. State Debt Collection (S DC) Agreement for U nrecoverable/Lost Revenue: A document was presented and is on file as guidance for recovering the expenses from EMS or other services. There are several Highway Departments in different counties that do it. Motion to proceed forward with this program Baratka/Erickson. Motion carried. 7. Highway Mechanic Recruitment : The position has been posted for a couple months. The job description will be revisited based on similar positions in the surrounding counties. The agenda item will be reviewed at the next meeting. 8. Patch Trailer Purchase: Motion Baratka/Ulrich to approve the purchase of the new patch trailer. Motion carried. 9. Five (5) Year Capital Improvement Plan (CIP) a. Highway: reviewed the improvements and repairs schedule. A copy of the plan is on file. b. Equipment: reviewed the equipment lists: the yellow equipment and the trucks. A copy of the plan is on file. c. Facilities: reviewed the facilities improvement program. A copy of the plan is on file. 10. Department Reports a. Commissioner: Price County got awarded 6 projects in grants. Spent the day with American Asphalt, checking their portable set up for an asphalt plant and their environmental duties. The Highway Commissioner went to the summer highway conference. b. A irport: The three-year BOA inspection took place. Trees need to be removed or trimmed from the Airport and from surrounding properties. The crack filling won’t happen until next summer. Potential breaking ground for the T hangar this fall. c. Dam s: Conditions are good. Some concerns about the concrete deterioration but further inspections will be conducted. d. H ighway Crew: Hauled materials and did repairs around the County for several townships . e. Fl eet and Facilities: Buildings & Grounds did some repairs on the roof of the signage shed. Two plows in the shop are scheduled to be repaired in September when the parts come in. 11. Vouchers: Motion Ulrich/Baratka to approve the vouchers for $1,074,980.14 as presented. Motion carries. 12.
